ASEAN is under the heavy influence of the Chinese Dragon. China thinks of Southeast Asia as a "Protectorate". They want to control the region, economically, politically (string-of pearls strategy: naval bases, pipelines etc.) and demographically (they have a surplus of 24 million men, because of their one-child policy and these Y-chromosomes have to be spread out (there are already many ethnically half-chinese in the region, even if you discount Singapore which is basically controlled by Chinese)). We all know Peking decided that it is in their interest (of empire-building) to support the military junta (and their cronies like Tayza) in Burma. Their vice-president even told Than Shwe to "stabilize" his hold on the country. It's a no-brainer to figure out who the real neo-colonist is in that region. Than Shwe is just the axe-handle (pu-hsein-yoe) of the chinese axe that's cutting down Burma's natural resources. The Burmese opposition groups (most of them supported by the West) should smarten up and see the global picture . Take an example from Google and stand up to the "Chines Dragon". It's better to be poor and free than live in slavery!
