95 Trafficking Victims Freed

Ninety-five Burmese migrants, who were trafficked into Thailand from Burma by gangs, were freed from captivity this week when police and human rights activists raided houses in southern Thailand. The migrants are currently being held at a military base while Thai authorities try to round up members of the trafficking gang.
Fifty-one men who had been forced to work on fishing boats were rescued from Trang Province in southern Thailand on Nov. 23, while 44 women who had been trafficked into Ranong Province to work in brothels were freed after a raid on Nov. 27.
Nai Harry, a social worker who is involved with an anti-human trafficking group based in Mahachai, near Bangkok, told The Irrawaddy on Monday that after following a tip-off from one of the trafficked fishermen in Trang, his group rescued the 51 men.
“We went early in the morning after we got a phone call from someone. We thought there would only be a few people, but when we got there we found there were many men on the boat who had been locked in their cabins,” he said.
Nai Harry, who declined to name his organization because of security fears, said the 51 victims were from the Irrawaddy delta, Pegu, Mon State and Tenasserim Division. They were forced to work on Thai fishing boats, some working for 18 months without pay, others working for three years without pay. He said that the trafficked Burmese men were forbidden from going ashore and were locked in their cabins when they were not working.
In Ranong, 44 women were rescued by the anti-human trafficking group after the organization fixed a price to buy the women’s freedom, a group member said on Monday. Many of the women are ethnic Mon from eastern Burma.
A member of the anti-human trafficking group in Ranong said that they first rescued 12 women who were severely ill with AIDS and who had been dumped in a local house and left to die. The other 32 women were allowed to leave after the group agreed a price with the traffickers.
The NGO member said 28 women were trafficked to work at the brothel last year while the other four just arrived two weeks ago.
Naing Naing, one of the trafficking victims in Trang, told Nai Harry that he is from Tavoy Township in Tenasserim Division. He said he was forced to work for seven months on the boat, during which time his salary was used to pay back his trafficking fees––some 25,000 baht (US $750).
Naing Naing said that he had requested to be set free after seven months working on the boat, but the boat owner refused. However, he managed to sneak ashore and telephone the anti-trafficking group in Mahachai.
According to Naing Naing, if trafficked migrants on the boat argued with the owner they were routinely killed and thrown overboard, and some were sold on to another fishing boat owner in Indonesia.
According to Nai Harry, the 51 fishermen were paid nothing for their labor. The 300 baht ($9) monthly salary the boat owner paid went directly to the trafficking broker.
Although several members of the trafficking gang have reportedly been arrested, others escaped. Two of the brokers are said to be ethnic Mon men from Burma. The Thai authorities are reportedly investigating the case.
Most victims said that they were trafficked by road to Myawaddy Township on the Thai-Burmese border. They were reportedly told they would get work on a construction site and receive good salaries.
In October, Thai police and human right activists in Mahachai raided two brokers’ houses and rescued 18 people who had been detained on a fishing boat.
The human trafficking problem has led to an estimated 1,000 fishermen jumping ship and living on islands in Indonesia to escape the ill-treatment of boat captains, according to human rights activists in Mahachai.

Chiang Mai (Mizzima) – Confusion over Nationality Verification legislation for Burmese migrant workers is sewing fear in business owners of a potential shortage in labor.
Jeerasak Sukhonthachart, of Thailand’s Department of Employment, and officials from the Burmese Embassy in Bangkok visited Ratchaburi Province, bordering Burma, on Sunday. A number of employers in the region have filed complaints over the Nationality Verification of Burmese migrant workers, which has impelled workers to return home and businesses to be left shorthanded.
Jeerasak insisted in a meeting with employers and workers that migrant workers in Thailand, prior to the end of February 2010, need to register at local administrative offices and have to pass Nationality Verification if they wish to receive a visa to work in Thailand.
“There are rumors that family members of migrants in Burma will be taxed if workers pass through the process. So, we came together with Burmese officials to insist that it’s not true,” Jeerasak explained.
Nonetheless, confusion in the process has caused a serious problem regarding local businesses in Ratchaburi, which specialize in pig farming and pottery manufacturing.
There are about 14,000 Burmese workers registered to work in Ratchburi, according to provincial employment authorities. But since the government’s order, employers are complaining of some workers returning to Burma – instead of following through with the National Verification process as required.
Additionally, the high cost of the Verification also serves as a catalyst in workers opting to forego the procedure; with some agents are charging workers from 5,800 to 7,500 baht (US$ 176 to 227).
Further, workers who need to register have to cross into Burma to verify their nationality and receive a Burmese passport. After that, they would need to cross to cross back into Thailand to obtain a work visa. However, many of them fear that crossing back into Burma would be unsafe for them and their families.
Burmese officials also attempted to assuage the fears of migrants who fled to Thailand for work in the wake of armed hostilities between the Burmese Army and ethnic rebel forces.
Last month, Phaitoon Kaewthong, Thailand’s Minister of Labor, revealed that so far 2,000 Burmese migrants have gone through the Nationality Verification process, while 700,000 have registered with the Labor Ministry.
The minister added that Nationality Verification for Burmese workers, scheduled to be completed by February 28, 2010, likely would not be completed as per the original timeline. However, authorities are waiting to see how successful the process is before deciding on whether or not to extend the deadline.

Twelve Burmese fishermen rescued in Sri Lanka

New Delhi (Mizzima) – The Sri Lankan Navy has rescued 12 Burmese fishermen from two fishing boats adrift in deep sea of Sri Lanka’s eastern coast.
A Sri Lankan Naval Headquarter official in Colombo, told Mizzima on Tuesday that the Burmese fishermen were rescued by the navy after local Sri Lankan fishermen, who were on their way to Tricomalee, tipped them off.
Following the tip-off, two naval vessels recued the Burmese nationals from two boats about 150 nautical miles from the eastern coast of Sri Lanka.
The navy official said, the Sri Lankan fishermen had reported that they sighted the first boat with five fishermen from Burma on November 26, and spotted the second one with seven Burmese crew members on November 28.
“It appears that they had technical problems and drifted into the region from Burma,” the official added. “I don’t think they illegally entered Sri Lanka waters.”
“They also stated that they are from Myanmar [Burma],” he added.
The Burmese were handed over to the Tricomalee harbour police station for further investigations, on how they had entered Sri Lankan waters.
The official said, the Burmese Embassy in Colombo had been informed of the rescue and detention of the Burmese nationals.
The Burmese Embassy in Colombo, however, could not be reached for comment on Tuesday.

Mae Tao clinic needs emergency funds

New Delhi (Mizzima) – The Mae Tao clinic, which offers free medical service in Mae Sot on the Thai-Burma border to all Burmese people, needs emergency funding, Dr. Cynthia Maung who runs it said.
An increasing number of migrants and patients crossing into Thailand have led to the cash crunch for the free clinic. It has hit health care and education services.
“The number of people who avail of our services is increasing. Similarly in education and child care sectors, we need more funds as the number of child patients is also mounting. All organizations providing education and health care services are facing difficulties due to the fund shortage,” Dr. Cynthia Maung told Mizzima.
“We need more donors. Though they are increasing in number but the amount is declining in the backdrop of the global economic downturn as they are cutting their aid fund,” she added.
They are facing shortage of fund for their services as there is an annual growth in the number of patients coming to them.
The international organizations have not yet stopped regular funding but the term of some projects have been completed so they had to adjust their expenditure in their overall services.
International donors give funds to Mae Tao clinic once in every five or seven years.
“I don’t mean regular funding has declined but health care services and awareness programmes for migrant workers always need funding as the number of patients is increasing and we have to adjust our overall expenditure as some projects have ended,” Dr. Cynthia Maung said.
“If this situation remains unchanged, we will face severe shortage of funds in our health care services as the number of patients and migrant workers are increasing,” Dr. Cynthia Maung said.
International humanitarian agencies from over 10 countries including United States, Norway, Sweden, Netherlands, Canada, Britain and Italy are currently providing assistance to the clinic.
Following the Clinic was set up in 1989 in the Thai-Burmese border town of Mae Sot, 50 per cent of Burmese migrant workers in Thailand and 50 per cent of Burmese, who crossed over to Thailand, are being treated in the clinic.
Currently, the clinic has a 200-bed hospital and employs about 1,700 staff members in its health care and education services.
Moreover there are over 1,000 daily patients in the Out-patient Department (OPD) ward of the clinic.
Over the last two years, International donor organizations, which are funding Burmese organizations in exile, have channelled more and more of their funds to domestic organizations, leaving exiled Burmese organizations to face a fund crunch in their activities as funding is either being cut or not being increased.
“We don’t object to their funding being provided in [inside] Burma. It will be useful and effective if these funds go to the needy people. This way, the number of people coming to border clinics will decrease,” Dr. Cynthia Maung said.
An official of an international aid organization, which provides funds to Burmese organizations in exile, said that it will be a mistake if donors cut or reduce funds to these health care service organizations such as Mae Tao clinic.
Dr. Cynthia Maung was nominated for the 2008 Nobel Peace prize and awarded the Ramon Magsaysay prize in 2002 by the Philippines government. She was also selected as one of the Asian heroes by Times magazine in 2003. She has been awarded a total of 13 international prizes so far for her noble humanitarian work. Former US first lady Laura Bush paid a visit to her and her clinic in August 2008 during her visit to Thailand.
