PSLF 3 rd Congress Stat 2009 (Burmese)

The Third Congress of the Palaung State Liberation Front (PSLF) was successfully held from
November 21 to 23, 2009 at a certain place in the liberated area. The Congress was attended by 41 delegates from leaders, comrades, and youth and women representatives of PSLF.
At the congress, the delegates deliberated in detail upon the situation of the Palaung nationality, and the domestic as well as the international situation. Subsequently, the Congress reviewed its political policy and laid down future programs for political and armed struggle so as to regain the lost rights of the Palaung ethnic nationality.

The Congress decided to totally reject and oppose the 2008 State Constitution of the SPDC.
Likewise, the PSLF unanimously decided to implement the concreted plans of abolish the election to be held in 2010 by the military clique, which will be based on 2008 Constitution.
We denounced SPDC’s action on forced transformation of Ceased- Fired Groups to Border Guard Forces and also earnestly call CFGs and ethnic armed groups to oppose regime’s plans by firmly stand on its national interest.

We, the Congress, urge the military regime to undertake the following tasks as in order to reach the political changing in peaceful means:

(1) Holding political dialogue with CFGs and ethnic armed groups,
(2) Accept and implement the Shwegondine declaration of National League for Democracy-NLD.
(3) Release of all political prisoners including Daw Aung San Suu Kyi, U Tin Oo and Khun Tun Oo;

This Congress consisted Central Committee and 7 members of Executive Committee including the leaders as following to implementing the programs laid down by 3rd Congress;

1. Mai Aik Phone – Chairman
2. Mai Bhone Kyaw – General Secretary
3. Ta Soo Myaim – Joint General Secretary

In conclusion, while making a pledge with our Palaung people to carry on the revolutionary struggle of the PSLF until victory of establishing Federal Democratic country is achieved, we declare position of the PSLF 3rd Congress by this statement.
