Security Sweep Rounds Up Migrants

About 62 Burmese migrants who work at the Night Bazaar in Chiang Mai were arrested on Tuesday, reportedly as part of a security sweep prior to Prime Minister Abhisit Vejjajiva’s two-day visit to Chiang Mai starting on November 28.
Aung Toe, 40, a Burmese migrant, told The Irrawaddy on Wednesday, “They arrested many people while they were working, including some who had work permits.”
He said authorities swept through the popular Night Bazaar looking for people who appeared to be Burmese.
“I escaped because I look more Chinese or Japanese,” Aung Toe said.
Another Burmese worker in the market, Phe Be, said people who tried to run away were beaten by police.
Prime Minister Abhisit Vejjajiva will be in Chiang Mai on a two-day visit, his first since he was elected one year ago.
The security in the city is tighter than before since a local radio station announcer who supports anti-government group reportedly made threatening remarks about taking the prime minister’s life if he came to Chiang Mai. The government is investigating the threat.
An opposition political group, known as the Red Shirts, has said it will hold demonstrations during the prime minister’s visit.
Jackie Pollock, a founder of of the Migrant Assistance Program (MAP), a Chiang Mai-based NGO said, “The challenge to the current administration is from the electorate, not from the migrants who have no political rights. To try and silence a group of people like the migrants who are already silenced makes little sense beyond diverting the media and others’ attention away from the real issues.”
An estimated 80,000 Burmese migrants—both registered and unregistered—work in the Chiang Mai area. The majority are ethnic Shan.

Free school for Burmese children to shut down

A free school called ‘Moe Toah Star’ (Dawn Star Donated Wisdom School) meant for Burmese children living in Mizoram, in Northeast India, is being shut down for a short period by the order of the Young Mizo Association (YMA).
The school had started functioning from October 26 with a lady Burmese teacher, who was paid Rs. 3000 per month. There are 25 students in the school. However, some leaders of YMA in Zuangtuai block have ordered the school to shut down for the time being, as permission for the school to remain open has to be discussed at higher level meetings of YMA.
“They did not inform us about setting up the school before they started. They informed us when it was already functioning through a letter, after which we informed the Central Committee of YMA. The school has to be closed before we hear what announcement was made in the Central YMA meeting,” said one of the leaders from Zuangtui block YMA.
Regarding this, a leader of an NGO said that they did not know how to handle this matter as they had informed the YMA recently. He also said that they were working towards the welfare of the people and not harming them and they expected the leaders of the YMA to understand and let them reopen the school soon.
However, reopening the school is mainly dependent on the discussions of the Central YMA committee. Therefore, 25 students of Burmese origin, migrant children have gone back to their respective houses in order to help their parents.
“They have no right to open a foreign school in our country, India. If they want to put their children into a school they have to approach government schools or other private schools,” said the president of Zuangtui block YMA.
Meanwhile, the ‘Dawn Star’ school committee members have decided to approach the Mizoram government in order to reopen the school soon.

Fear of migrants joining anti-Thai government protests

Chiang Mai (Mizzima) – Apprehensive that Burmese migrant workers may join anti-government demonstrations, Thai officials have imposed restrictions along the border.
Lt Gen Thanongsak Apirakyothin, Commander of the Thai Third Army said on Wednesday that the army has ordered officials along the Thai-Burma border in Northern Thailand to impose restrictions. The directives follow a report that migrant workers from neighbouring countries may join anti-government demonstrations likely in Chiang Mai and Bangkok against Thai Prime Minister Abhisit Vejajiva. The PM is scheduled to visit Chiang Mai on Saturday to attend the annual Thailand Chamber of Commerce meeting.
Lt Gen Thanongsak, however, dismissed a rumour that former Thai Prime Minister Thaksin Shinawatra may enter the country illegally through the northern border at the end of this month, according to a report in Thai News Agency’s website.
Suthep Thaugsuban, Deputy Prime Minister said he felt the PM should avoid going to Chiang Mai because the red-shirts there had past records of resorting to violence. He feared that the red-shirts in Chiang Mai and Bangkok were cooperating to incite unrest and instigate violence.
However, if Abhisit insists he should go, Suthep said he would propose the Internal Security Act be imposed in Chiang Mai without inconveniencing people there. He said he was more concerned about the red shirts inciting unrest. He was confident security agencies could protect the PM.
“A small clash can snowball into a big issue. I have been assigned to monitor the situation closely and cooperate with local authorities because the PM would like to go there since he believes it would help in restoring the confidence of the private sector,” he said.
However, the leader of the red-shirt group announced on Wednesday that the protests in Bangkok will be postponed. The announcement seemingly follows fugitive former PM Thaksin Shinawatra suggesting it was not the right time to assemble. However, officials will still increase surveillance for any unseemly incidents.
The government will impose the Internal Security Act in Bangkok from Saturday November 28 to December 14 even though the red shirts said yesterday they will defer their planned rally indefinitely.
Jeerasak Sukonthachart, Director of Thailand’s Department of Employment said that the authorities have warned employers to prevent their migrant workers from joining political demonstrations because it is illegal.
According to Thai law, migrant workers could join demonstrations if they are not linked with politics or national security. If they are found among red-shirt demonstrators they would be repatriated to their country and the employer will face trial.

Thai refugee camps face tough year ahead

Rising rice prices and the threat of an influx of Burmese refugees into Thailand over the coming year could place a heavy strain on refugee camps along the border, the head of a refugee aid group warned.
The comments came in the wake of a visit by European Union officials to the Mae La camp in Thailand’s western Tak province, which is home to some 40,000 Burmese refugees.
EU funding accounts for around 65 percent of the total $US60 million in international aid that goes to the camps each year.
Jack Dunford, head of the Bangkok-based Thailand Burma Border Consortium (TBBC), which provides food, shelter and amenities to the camps, said that enough funding had been secured for this year, but warned of an uncertain 12 months ahead.
“There are three variables that we have no control over: exchange rates, the price of rice and the number of refugees, so when we look at annual funding we always have to do some guess work,” he said.
“All three tend to be going against us, and with the global funding squeeze, we are expecting that next year is going to be difficult.”
While the price of rice has dropped since the peak of the global food crisis last year, he warned that widespread flooding and storms in India and the Philippines, two of the region’s main rice producers, may push prices back up.
He also warned of a possible exodus of Burmese fleeing fighting in the run-up to elections in Burma next year, many of whom would cross into Thailand.
“Over the next 12 months we’re facing very uncertain times in Burma, in particular huge uncertainties about what’s going to happen in the border areas,” Dunford said. “We’ll obviously see how it plays out, but we could have a major emergency.”
The Burmese government has been aggressively attempting to transform the country’s 18 ceasefire groups into border guard forces prior to polling; a move that it believes would significantly strengthen its dominance in the volatile border regions.
Fighting between Burmese troops, supported by the Democratic Karen Buddhist Army (DKBA), and the opposition Karen National Union (KNU) in June, forced around 5000 Karen civilians into Thailand, many of whom ended up in makeshift camps.
Another outbreak of fighting in Burma’s northeastern Shan state in August and September caused some 37,000 refugees to cross into neighbouring China.
Some of the camps along the Thai-Burma border have been in place for 25 years, and the EU has sent a senior-level delegation each year to assess conditions inside the camps. In total, around 130,000 Burmese refugees live in the nine camps, the majority from Karen state.

MYANMAR: Rats gnaw at cyclone recovery hopes
SATSALONGKYA, 25 November 2009 (IRIN)
Hla Shwe, 47, had great expectations for his 14ha of paddy fields, which he hoped would help him recover from the devastation of Cyclone Nargis.
But then the rats came to his small village of Satsalongkya, a two-and-a-half hour boat trip from Bogale, one of the worst-hit areas in last May’s cyclone.
“I’ve tried my best to wipe out the rats, but they are still there, destroying my paddy plants,” Hla Shwe said, pointing at the remains.
Besides killing young paddy plants and ruining the harvest, the rats also eat rice grains as they ripen.
“Rat infestation is a big problem in the cyclone-affected area, which is very worrying,” Myo Aung Kyaw, secretary-general of the Myanmar Rice and Paddy Traders’ Association, told IRIN. “Production of rice could be affected due to the rat infestation.”
The rodent population is growing exponentially in the Ayeyarwady Delta – where agriculture is the primary income source for 60 percent of families – and posing a new risk to the livelihood recovery of communities still suffering from the cyclone’s impact, experts say.
The storm devastated the divisions of Ayeyarwady and Yangon, leaving most low-lying fertile areas ruined and 783,000ha of farmland flooded, according to the Post-Nargis Recovery and Preparedness Plan.
The UN Food and Agricultural Organization (FAO) says the increase in the rat population is most likely due to the loss of predators such as snakes, dogs and cats during Cyclone Nargis.
With a three-week gestation cycle, rats are breeding more quickly than snakes, which take two to three months to produce offspring. Since more delta land is lying fallow than before the cyclone, rats are also profiting from favourable habitats and food availability.
To solve the problem, cyclone-affected farmers have been instructed by the government to kill up to 15 rats a day, and submit their tails to local authorities, or risk being fined.
In the past three months, more than 2.5 million rats have been exterminated in the Ayeyarwady Delta by the Myanmar Agriculture Service, with support from the FAO and other community, NGO and UN partners, the FAO says.
Culling rodents
Despite the culling efforts, there are probably three to four times as many rats still living in the delta. In some villages in Bogale township, up to 50 percent of rice acreage already shows signs of rat damage, according to the FAO.
“Unless funding is found to continue the current, coordinated prevention efforts, there will likely be an increase in the rat population, replacing the population already killed and leading to further damage and a possible spread of the rodents to crops not currently affected,” Shin Imai, FAO’s representative in Myanmar, told IRIN.
“If we are to prevent further damage to the monsoon rice crop and damage to the following dry season crops, we must continue the current preventative measures and emphasize an integrated pest-management approach for the coming winter season,” he said.
The monsoon rice crop is usually planted in July and harvested in November and December, while the summer rice or dry season crop is planted in December or January, and harvested in March and early April.
Preventative measures include community campaigns on topics such as hygiene, waste management, and non-chemical rodent control and trapping, Imai said.
Crop support
While most cyclone-affected rice fields have returned to production, thanks to agricultural inputs from government institutions and the community, the FAO says some southern areas in the delta, particularly the townships of Bogale and Labutta, still need support.
“Paddy harvest is unlikely to have returned to pre-Nargis levels,” Imai said, “However, preliminary information indicates that this year’s harvest may have been better than last year’s.”
While equipping the farmers with essential inputs for farming is crucial, the price of rice – fixed by the government – also plays an important role, said Myo Aung Kyaw of the rice association.
“Farmers should be motivated in terms of rice price,” he said, calling for the government to be flexible over prices.

EU and ASEAN raise $100m for Nargis relief

More than $US100 million has been raised for cyclone Nargis relief efforts by Southeast Asia’s regional bloc and the European Union, it was announced today.
Aid groups have repeatedly warned that the situation in Burma’s southern Irrawaddy delta, where the cyclone struck in May last year, remains fragile.
At a meeting of the Tripartite Core Group (TCG) in Bangkok today, the Association of Southeast Asian Nations (ASEAN) announced that it had raised $US88 million for relief efforts, but warned that more needed to be done.
“While much has been done, there are many affected communities across the delta who are still highly vulnerable and require urgent continued humanitarian assistance, especially in the areas of shelter, livelihoods, water, sanitation and hygiene, education and health,” said ASEAN secretary general, Surin Pitsuwan.
An EU delegation also at the meeting announced a further $US21 million “to meet outstanding needs in the delta.” Fears have however abounded about graft in relation to aid donated to Nargis-affected areas.
Earlier in the year the debate lead to a spat between a Thailand-based Burmese NGO, the Emergency Assistance Team (EAT-BURMA), and international groups such as Save the Children.
EAT had claimed that much of the aid for cyclone relief was siphoned off by the Burmese military government, who recently earned the country a place at the foot of Transparency International’s Corruption Perceptions Index.
EAT seemed to suggest in a report that aid should not be given whilst the military junta took such a central role in distribution. The organisations targeted in the report invited EAT staff to the volatile delat region, which provoked a sharp reaction from the organization which feared the arrests of its mostly Burmese staff.
An aid pledge by the Australian government was yesterday met with similar skepticism by Burma economics expert Sean Turnell, who told DVB that state corruption in Burma could lead to aid being misused.
The Norwegian Refugee Council (NRC), who have been active in the delta since the ruling junta lifted the blockade on overseas aid agencies, has also publicised its post-cyclone relief efforts.
“NRC has built more than 1,000 permanent shelters with cyclone-resistant features in the severely affected areas in the delta,” NRC secretary general Elisabeth Rasmusson said. “For the time being, we are setting up shelters at a speed of 200 per month.”

Villagers flee to avoid forced labor for border fence

Maungdaw, Arakan State: Villagers in Maungdaw Township are fleeing from homes to avoid being rounded up by Nasaka for forced labor in fence erection on the Burma–Bangladesh border, said a village elder on condition of anonymity.
A Burmese Army Sergeant U Sein who came to Maungdaw Township earlier and camped in Nagakura village for security and supervising the fence construction went to Wabeg village of Maungdaw Township on November 15 and mobilized 10 villagers to work in the fence construction by promising that they would be paid Kyat 3,000 a day each.
The villagers, believing the false promise went to the work site of Ngakura village tract with him. But, after four days, when the villagers demanded their wages they were not paid. The authorities were quoted as saying “We came here to suck Rohingyas’ blood.”
Hearing this, the villagers on November 19 evening fled from the wok site without getting money for their work, said another villager.
The following day, the Sergeant went to the Nasaka camp of Wabeg village and filed a case against the villagers, who fled the work site. The Sergeant filed a case saying the villagers fled from the work site after taking Kyat 100,000 each, said a Nasaka aide on condition of anonymity.
As a result, Nasaka personnel frequently go to their homes to arrest them, so the villagers have to keep fleeing from their homes to avoid arrest. They have been passing their nights without sleep. They are also unable to work to support their families. The family members are facing acute food crisis.
“How can the Rohingy people pass days and nights with such harassment towards the community?” a local trader asked.
The ran away villagers are identified as Mohamed Khasim, Jalal Ahmed, Aman Ullah, Kori Mullah, Md Rofigue, Abul Shama, Md. Jubair, Jaffar Alam, Md. Eliyas and Md. Ismail.

178,000 Nargis victims lack decent shelter

Regional aid for victims of Burma’s cyclone Nargis will only cover 14 percent of vulnerable families in the country’s southern Irrawaddy delta, with 178,000 people still without proper shelter.
The bleak assessment was announced yesterday by the United Nations and the Association of Southeast Asian Nations (ASEAN) at a Bangkok conference, where ASEAN revealed it had raised $US88 million for Nargis relief efforts.
Although it is 18 months since the cyclone ripped through the Irrawaddy delta, killing 140,000 and leaving 2.4 million destitute, the situation remains fragile.
Speaking to Reuters yesterday, Srinivasa Popuri, leader of a shelter aid group in Burma, said that thousands were still without adequate housing. “The materials have gone through two monsoons and they won’t last another season,” she warned.
Many are still living under tarpaulin roofs that were distributed shortly after the cyclone hit last May, with rescue efforts hampered by a government ban on foreign relief workers entering the affected areas.
“What is reflected here (with 17,800 new houses) is not what is needed. It is a much-reduced version of what may be possible to do between now and July [2010],” Bishow Parajuli, UN resident and humanitarian coordinator in Burma, told Reuters.
Estimates of the total cost of the three-year recovery plan have been put at $US690 million. The $US88 million announced by ASEAN yesterday falls short of the $US103 million target set for the coming year.
The EU also announced that it would inject a further $US21 million in aid to the region, while the Australian government last week pledged $US13.8 million for relief efforts.
Burma observers have however warned of the potential for misappropriation of aid by the Burmese regime, which ranked 178 out of 180 on Transparency International’s annual Corruption Perceptions Index.
According to the Post-Nargis Recovery and Preparedness Plan, around 783,000 hectares of farmland were destroyed by the cyclone. Nearly 60 percent of families in the delta region are dependent on farming as their primary source of income.
The UN Food and Agricultural Office (FAO) has said that increasing rodent infestation in the delta is posing a danger to crop harvests.
According to the UN Office for the Coordination of Humanitarian Affairs, the Burmese government has instructed farmers to kill up to 15 rats per day, and submit their tails to local authorities, or risk being fined.
