Private Schools for Migrants: Thai Ministry

Burmese migrant teachers welcome plans to allow migrant schools to set up as private schools but wonder how they will be financed.
For the first time the Thai cabinet has approved a decision by the Minstry of Education to allow migrant schools to register as private schools in Thailand. However, all migrant schools must follow a curriculum established by the ministry.
Speaking to The Irrawaddy on Monday, Htoo Chit, an executive director of Grassroots Human Rights Education and Development Committee (Burma) based in Phang Nga Province of southern Thailand, said: "I welcome their plan for our migrant children. But, there will be many difficulties implementing it because of the ministry's licensing criteria. For example: teachers must be graduates of Thai universities and schools, and the schools must teach the Thai language and have a large open ground as well a a clinic.”
“Ministry officials inspected our school recently and said we must do many things to register with private school status because our current school is in a house that is too small, and we don't have teachers who are university graduates,” he said.
About two-thirds of the 1 million stateless children estimated to be in Thailand are children of Burmese migrant workers who come to Thailand in search of a better life.
Mahn Bala Sein, a director of Kwe Ka Baung School based in Mae Sot on the Thai-Burmese border, said, "There are about 12,000 students studying at 50 migrant schools in Mae Sot.
“A lot of money is needed to set up a private school. This morning, I looked at an 18-acre plot of land that cost about 16 million baht [US $482,000].
“It’s easy for the minister to say we can set up private schools, but it is very difficult for us to do it,” Mahn Bala Sein said.
Thein Lwin, an exiled Burmese education expert and a founder of the Migrant Learning Center in Chiang Mai, said, “This is very good decision for our children. The police won’t be able to come and arrest our childen if our school becomes official.
“The problem is we don’t have enough money to set up a private school. And if we did, we would have to pay our teachers more and make students get school uniforms,” he said.
Migrant teachers say the ministry said nothing about providing assistance for opening private schools and fear many migrants schools will have to close if they cannot afford to register as private schools.
The ministry’s plan must be implemented in the 2010 academic year.
According to the ministry’s plans, stateless Burmese migrant children at registered private schools will be able to join Thai schools and universities.
Many migrant students end up as migrant workers after they finish school because they have insufficient Thai language skills to enter Thai schools and universities. Only a very small percentage of stateless children manage to further their studies in Thai schools and go on to study in foreign countries on scholarship programs.
According to Tattiya Likitwong, a project coordinator for the Child Development Foundation, more than 200,000 migrant children between the ages of 15 and 18 have been registered by employers, while many more are not registered.
Many of the children work in the fishing industry, while others sell flowers by the roadside or beg on the streets.

One Refugee Killed, Thirty Injured in Vehicle Accident

By Takaloo, Cox’sbazar: One person died at the scene and 30 others were injured when an over-crowded vehicle carrying refugees turned over while driving up a hill on the highway around 9:00 am today in Cox’s Bazaar District in southern Bangladesh.
The vehicle, a locally-made jeep, had picked up nearly 50 refugees, including women and children, from the Lada unofficial refugee camp. Most of them were going to work in the land port and nearby in Teknaf, according to refugees.
The deceased has been identified as Mohammad Ali, who lived in Room No. 22 of Block C in Lada Camp. The other injured are from the same camp.
15 victims, including one woman, who were seriously injured in the accident have been sent to Cox’s Bazaar hospital, while the others are being treated at the camp medical facilities, said an official from Lada Camp.
The Lada Camp was established in 2008 for sheltering more than 15,000 unregistered Burmese Muslim refugees.

Australia to provide $15 million as Nargis aid to Burma

New Delhi (Mizzima) – Australia will provide further assistance of $ 15 million to Burma as humanitarian aid for recovery work in the Cyclone Nargis affected delta region, according to the Australian Foreign Ministry.
Stephen Smith, Australian Minister for Foreign Affairs on Saturday said the government will pledge a further $ 15 million as follow up humanitarian aid to help Burma’s delta region devastated by Cyclone Nargis in May, 2008.
“This continues to be Australia’s desire to be of assistance to the people of Burma where it can,” said Stephen Smith in a Press conference held in Perth, Australia last Saturday.
“It underlines, as well, the need for continued access by the international non-government organisations, to Burma, for reasons of development and humanitarian assistance,” Smith added.
The minister said that the pledge will be formally made at the ASEAN Post Nargis and Regional Partnerships Conference in Bangkok on 25 November in which key international donors and ASEAN member countries are to participate.
Australia is one of the largest international donors to the recovery effort in Burma after Cyclone Nargis killed around 140,000 people and left over two million homeless. It has already provided $25 million (US Dollar $23.5 million) and 31 tonnes of supplies to Nargis affected areas in Irrawaddy delta.
“Eighteen months after the disaster there are still critical needs in cyclone affected areas particularly in sanitation, education and livelihoods,” said the Foreign Ministry’s a press release.
The assistance package included $7 million over two years to address the water and sanitation needs, $4 million for food security of farmers and fishers, $2 million for education services for children, $1 million for essential maternal and child health services and $1 million for ASEAN’s management and coordination work for relief efforts, according to the ministry.
The Tripartite Core Group, which comprises high-level representatives from the United Nations, Burmese military government and ASEAN, will hold a Post-Nargis Assistance Conference (PONAC) in Bangkok to raise $103 million to address the critical needs of the people in cyclone affected areas.

189 groups urge halt to ‘intimidating’ Salween dam

Burmese and Thai activists today urged both the Thai premier and a regional human rights body to cancel plans for a dam on the Salween river that could displace more than 50 communities.
A petition signed by 189 organisations and handed to Thai prime minister Abhisit Vejjajiva outlined the potential impacts of a project that has heavy backing from both the Thai and Burmese governments, as well as China.
Vejjajiva was warned that while Thailand may benefit from greater electricity, it is also likely to face an influx of Burmese refugees escaping human rights abuses at the site of the Hatgyi dam, in Karen state.
A press release issued by the Northern Activists Community in Chiang Mai, Thailand, said that the dam “will come at the expense of the flight of numerous innocent people who are forced to abandon their hometown and become refugees or cheap labour in Thailand”.
The Thai government had previously expressed concern about the possibility of more refugees crossing over from Burma in the run-up to elections next year.
Sayan Khamnueng, field coordinator at Living Rivers Siam, one of the signatories to the petition, said that the Thai government has no clear-cut policy to deal with refugees already living in camps close to its border with Burma.
“We think around 41 communities in Burma and 10 in Thailand will be affected by the dam,” he said. “Most of the people in the 10 Thai communities are already stateless, and so are unlikely to receive any compensation from the Thai government.”
Although plans have been tabled for seven dams to be built along the Salween river, which runs from China through eastern Burma to the Andaman Sea, little in the way of construction has so far taken place. This means that the Salween is the largest undammed river in Southeast Asia.
Much of the electricity is bound for China and Thailand, with Beijing holding the largest share in the project. China’s Sinohydro Corporation is playing a key role in the development, along with the Electricity Generating Authority of Thailand (EGAT) and the Burmese government’s Department of Hydroelectric Power.
Groups have warned however that the environmental impact will be considerable, with many communities long dependent on the river for day-to-day living.
While the petition called for the Thai government to invest more in alternative energy, Khamnueng said that Bangkok’s claims to commitment to alternative energy are “propaganda”.
“They say they are, but there is no clear policy or implementation to alternative energy,” he said. “The dam remains the ‘best option’ for them: it’s clean and cheap, they say.”
