Many housemaids in Thailand receive neither occupational benefits nor human compassion
Daeng (not her real name) left her home country 11 years ago, searching for a job in Thailand to put food on her family’s table. She was offered a babysitting job in Chiang Mai with a salary of 800 baht. While many Thais would have frowned upon that offer, Daeng was delighted.
“For me, that was plenty of money. I didn’t know how much other housemaids got paid,” said the young and pretty girl.
Once she was in the job, she ended up having to do all the housework in addition to looking after her boss’s child, from dawn till the middle of the night, seven days a week. She was not happy with her slave-like conditions, but she had to bear it for her and her family’s financial survival.
A day came when a relative back home was sick and she wanted to take a day off. Her request was brushed off with her boss’s remark, “Aren’t you already grateful I put a roof over your head? What more do you want?” Later attempts to have her own life outside working hours were just as fruitless. Her boss would accuse her of trying to run away or elope with a man.
“I was hurt and disappointed that they thought of me so negatively. After a while, I learned that for the sake of living together, all a housemaid can say is yes and all a boss has to say is no.”
She changed from house to house, searching for a boss that would treat her right for a change, but the situation only worsened. Some male bosses tried to sexually abuse her. Some refused to give her a raise as promised, year after year, citing the economy as the reason. Some suffered from the economic crisis and took their personal devastation out on her.
She is not alone in this. Many housemaids are mistreated by their employers in various forms, from violence, sexual harassment, unfair pay and poor living conditions to verbal abuse.
Thai housemaids are not much better off. There have been news reports of housemaids being violently punished, raped or held captive in the house. Many bosses are afraid that their maids might go out and socialise with bad people thus bringing danger to their home, so they decide to lock them up in the house for so-called protection.
Bua (not her real name) complained that although she had been loyal and honest the whole time, her boss never so much as opened the gate to let her out. The only way she could talk to people was to stand at the gate and talk through the gaps.
She too had not had a day off in years. She worked from early morning until the last person in the house was sound asleep. Sometimes she would be woken up in the middle of the night to do chores. Many nights she lay in bed, panicking that the male employer might sexually attack her. Despite all these worries, she got a very low salary, paid every now and then as they pleased.
The low salary is often met by the employer’s excuse that food and accommodation are already provided and should be deducted from the pay. However, not every household provides sufficient food or hygienic accommodations to the housemaid. Some have to sleep on the floor, or even in the bathroom. Some have to eat leftovers only. The worst part is they have no outlet for complaint as they are not allowed to talk to anyone outside the house.
Pongsak Plangsang, spokesperson for the Minister of Labour, said that at present many housemaids are suffering from extremely insufficient income, as the rate is negotiable. Although this profession is deemed crucial to the Thai society and economy, generating 27 billion baht to the economy annually and feeding hundreds of thousands of families, there are no set laws that determine how much protection they should receive.
On average, a housemaid makes 4,000 baht a month in big cities, and far less in other areas.
“There are two types of housemaids. The first type are those who seek a job via a recruitment agent, and this type gets the legal rate [203 baht per day in Bangkok and surrounding provinces], as well as social security benefits. Another type are those who negotiate directly with the employer. This type is more problematic as everything is usually a verbal agreement and is not legally binding.”
Apart from the salary, the working hours are also negotiable. In general, all workers are entitled to one holiday per week and salary must be paid on time. Sadly, there is no authority to keep track of what goes on inside each house, and the breach of human rights often goes unnoticed and, depressingly, unpunished. Even rape, which is a severe crime, often goes unreported because the victims are not allowed to leave the house to press charges.
In theory, working hours and other agreements must be clearly stated in an agreement, preferably in a signed document. There are laws to protect house workers as well as other labourers. The problem is the enforcement cannot penetrate the place of confinement.”Theory is one thing, action is quite another,” said Pongsak.
Even though there is legal protection for housemaids, a minimum salary is not included. “There are loopholes in the law at present as this job relies on negotiation and nothing is set in stone. While things are being fixed by the authorities, we also need cooperation from the employers to show more social responsibility.”
As of August, there are 1.5 million alien workers in Thailand, around 90,000 of those working as housemaids. It is also estimated that there are 1 or 2 million illegal workers in the country.
Some employers take advantage of the fact that their housemaids are illegal. They threaten to go to the police if the housemaids do not do what they say. These workers, due to their lack of education, have no choice but to stay trapped inside the house, slaving away.
The Ministry of Labour has been encouraging employers to legally register their alien workers so that they get legal protection and benefits. Pongsak explained that both alien and Thai workers are entitled to equal protection. However, many employers do not want to go through all the procedures and think it is easier to leave things as they are.
He explained that domestic help has existed in Thailand since ancient times and it is deeply rooted in our society. Although slavery was abolished during the reign of King Rama V, the notion of servitude has remained.
“In terms of law, we are trying to push proposals to protect our labourers against unfair pay and ensure safety in the work environment, but of course these steps take time. There are still gaps here and there, and the best rule that applies is for each of us to respect others as fellow human beings. We can only rely so much on laws. Common sense and mutual respect go a longer way.”

Chin Food Aid Concert To Be Held In San Francisco

The third in a series of Chin Food Aid Concerts is to take place in San Fransciso today after the second was successfully held with more than 400 supporters in Battle Creek, Michigan State last Saturday.
The concert designed to directly benefit the victims of food crisis in western Burma has been organised by Chin Communities in the US. Chin artists Sung Tin Par, Dawt Hlei Hniang, Solomon Menrihai, and Switzerland-based Salai Tawna have been voluntarily performing during the US tour.
Well-known singer from India’s Mizoram, Mimi Lalzamliani, is said to have not been able to perform in the US concerts.
The concert held in Battle Creek was officially commenced with a short presentation on food crisis in Chin State, Burma. Salai Elaisa Vahnie, Coordinator of the concerts, said in his message: “We have convinced ourselves that mautam crisis is a problem that our people, as a nation, need to step in and get involved in solving together. This is a national crisis. Therefore, we must continue to work together under a joint and collective effort to help our people back home.”
When asked why other Chin famous artists are not included in the ongoing tour in USA, the Coordinator said: “We began the concert from Asia where Chin Singers such as Zamnu, Sangpi and Malsawmtluangi (SP) all had volunteered. This time in the US, besides these five performers, we also invited Thun Kham and Kyo Kyar. However, they could not join with us due to their personal matters.”
As part of Global Campaign against Starvation in Chin State, international awareness and fund raising concerts have been organized in Asia, Australia, Europe and USA to benefit an estimated100,000 Chin victims severely affected by the ongoing famine-like food crisis locally called mautam, caused by bamboo-and-rat-related a-once-in-fifty-year phenomenon.
The next concert is set to take place in Los Angeles, Californa on 14 November, which will be followed by another two in Indianapolis, Indiana on 20-21 November and in Washington DC on 27 November.

UNHCR Holds Two-Day Discussion with Burmese Refugees

Cox’sbazar : The UNHCR in Bangladesh held a two-day meeting with urban Burmese refugees in the border town of Cox’s Bazar with the aim of improving conditions for Burmese refugees in Bangladesh, said one refugee U San Mra Aung.
“We discussed with UNHCR officials several refugee-related issues at the meeting. Especially we discussed those issues like resettlement in a third country, refugee security in Bangladesh, and the health and education of children of Burmese refugees,” he said.
The meeting started on Wednesday in a hotel in Cox’s Bazar and over 100 urban Burmese refugees participated in the meeting.
“The UNHCR team was led by Mr. Jelvas Musau, a protection officer with the UNHCR, and they told us about the future plans for Burmese refugees in Bangladesh. We also submitted our difficulties we have faced here to the UNHCR officials,” he added.
According to a refugee source, most Burmese refugees brought up the issue of security in Bangladesh, and pointed out the recent murder of Burmese refugee U Sit Naing, who was killed by local youth in Bandarban for no apparent reason.
At the meeting, UNHCR officials promised the refugees increased security in Bangladesh and an improvement in the living standard among urban Burmese refugees in the future.
Another refugee, Ko Kyaw Thein, said, “The meeting was fruitful for us because we had the chance to discuss freely with the UNHCR officials and we disclosed our willingness and other difficulties to UNHCR officials.”
UNHCR officials also revealed some future plans to improve the situation for refugees in Bangladesh and asked for cooperation to help their plan succeed.
The UNCHR office in Bangladesh is now conducting trainings for Burmese refugees to improve their skills in many areas in order to aid their survival and self-sufficiency in Bangladesh.
On Thursday, the last day of the meeting, the UNHCR officials discussed gender as well as HIV/AIDS related issues. The meeting was conducted in the afternoon.
In Bangladesh, there are over 300 Burmese urban refugees, mostly Arakanese refugees who came to Bangladesh after the 1988 democracy uprising and the 2007 Saffron Revolution protests to escape persecution by the military junta.
