One public school in Tak has found that caring for stateless children can foster both improved national security and a sense of unity among students.At Ban Tha Ard School in Tak’s Mae Sot district, classrooms are a mix of children from the Karen, Mon and Tai Yai as well as other ethnic groups. Muslim children also mingle with them.
“I agree with the government that we need to keep these children close to us,” said Sutep Thamajak, the school director.
As they get older, the children are vulnerable to recruitment by border elements who pose a security risk.
Some non-government organisations have provided the children with a non-formal education that instills in them the wrong attitude towards Thailand, he said.
Education Minister Jurin Laksanavisit is worried such attempts at mis-education will endanger the country’s border security.
Most parents of students at Ban Tha Ard School are immigrant workers.
During class, students learn to value unity and are encouraged to show gratitude towards the country and the monarchy, Mr Sutep said.
They are taught Thai, Burmese and English. Many students are from Burma so need to be proficient in their mother tongue, while English comes in handy for those who may seek settlement in a third country, said Suni Manowong, who oversees the school’s curriculum.
She said English tuition at the school meets national standards. Students won an award for outstanding performance in a crossword competition of the northern provinces last year.
Some teachers are Burmese nationals introduced to the school by local businessmen trading on the border, who also donated money to help pay the teachers’ wages.
The government’s offer of 12 years of free education for state students has led to a jump in enrolments, from 157 students in 2006 to 426 students this year, Mr Sutep said.
Only 50 of the students are Thais.
The school provides classes from kindergarten to primary level and it plans to expand to Mathayom 3 (Grade 9) next year.
The main aim of the school is to monitor stateless children closely, said Mr Sutep.
“If we don’t have them in our sights, we may encounter a dire situation similar to what happens in the far South,” he said.
Khunying Kasama Voravarn na Ayudhya, secretary-general of the Office of the Basic Education Commission, said she wanted other schools under Obec’s supervision to follow Ban Tha Ard’s example by taking in more stateless students.
Few mainstream schools admit stateless students, she said.
Three are in Tak, two in Chiang Mai and there is one each in Kanchanaburi and Samut Sakhon, where industries employ many alien workers. – Sirikul Bunnag

Regulation beckons for learning centres catering to stateless children, which offers benefits for the students,
The Education Ministry is stepping up regulation of private learning centres for stateless children to address security concerns.
The ministry estimates up to 260,000 stateless children are scattered around the country.
Of these, only 60,000 are studying in the mainstream education system while the rest have no places to study or have to study at learning centres run by NGOs, foundations or individuals, said Deputy Education Minister Chaiwuti Bannawat.
“Some centres meet standards and some don’t. Teachers at some learning centres themselves entered the country illegally.
“We have no idea what they teach and instill in those children,” Mr Chaiwuti said.
The centres were created to educate stateless children who lack the necessary documentation to enrol in mainstream schools.
Many centres go unregulated to meet the rising number of stateless children. “Tak province has the highest number of stateless children.
“There are many centres up and running which we don’t know anything about,” said the minister.
He was speaking during a seminar on education management for stateless children in Tak last week.
In two months, the ministry would present to the cabinet a PM’s Office regulation controlling learning centres.
Under the regulation, a provincial committee supervising learning centres for stateless children will be set up in provinces where there are such centres.
The panel, to be chaired by the provincial governor, can approve learning centres, or dissolve them.
Any organisation wanting to provide education for stateless children must seek permission from the panel and submit an education management plan.
Mr Chaiwuti said the centres would have to teach Thai, and give instructions on Thai culture, traditions and basic Thai laws.
Academic assistance and teacher training would be offered once a centre is approved.
Learning centres which consistently meet standards would be upgraded to private schools, he said.
“Once the centres are upgraded to private schools, their students will qualify for a 12-year, state-funded education,” Mr Chaiwuti said.
Students from centres which meet standards would be accredited by the ministry.
Learning centres that refused to register with provincial panels would be considered illegal and would be ordered to close, he said.
Pawray Rattanachairuedi, chairwoman of the Burmese Migrant Workers Education Committee, welcomed the ministry’s move to regulate learning centres.
But she urged the government to give financial help to learning centres once they were regulated.
Her organisation runs 37 learning centres for 8,000 stateless children with funding from the US and England.
With money running out, however, the learning centres have asked parents to help meet expenses.
Small learning centres collect 50-100 baht from students a year while large ones collect 500 baht a head a year.
Mrs Pawray admitted her centres were short on Thai language teachers. But many students do well in English.
The government, she said, should help improve Thai language skills among teachers at learning centres nationwide.
The government should also be clear on how many hours of learning must be devoted to mainstream subjects, and how many the centres could fill themselves with their own tuition.
Another problem, she said, is that students completing Grade 12 are not recognised by the Education Ministry and cannot pursue higher studies in colleges and universities.

Economic Crisis Hits Burmese Migrant Women

BANGKOK — The global financial crisis is threatening to shred the dreams of thousands of women from Burma, who have fled their military-ruled country over the past decade for better jobs in more prosperous Thailand, say activists.
Mae Sot, a town along the Thai-Burma border that has been a magnet for female migrant workers, is one area where this pain is being felt, they add. Ongoing conflicts between the military and ethnic groups and a depressed economy in Burma, also known as Myanmar, are among the reasons behind such flight across the border.
“There is growing worry among these women that they will not be able to remit part of their earnings to their families in Burma,” says Jackie Pollock, director of the Migrant Action Programme, a group lobbying for migrants’ rights in Thailand. “Entire families depend on such remittances, which are about 2,500 baht (about 75 U.S. dollars) every quarter.”
She expects this predicament to worsen as the crisis, which has resulted in the drying up of export markets in the United States, unfolds in the months ahead. “It is just starting to hit them. The families in Burma are living off what was saved from last year’s remittances.”
This economic downturn is squeezing a female labour force that is already being discriminated against by the factory owners, mostly Thais, who refuse to pay the daily minimum wage. The Burmese women who labour for hours behind sewing machines get between 60 and 80 baht a day, whereas the minimum wage set out by the Thai state for Mae Sot is 151 baht (4.57 U.S. dollars) a day.
These women make up the predominant labour force in the nearly 300 export-oriented textile and garment factories in Mae Sot, reveals a report launched Friday in Bangkok. Each factory employs 100 to 1,000 workers, while “about another 200 unregistered ‘home factories’ would employ between five and 20 workers,” says the report.
This female labour force is part of the estimated 300,000 Burmese migrant workers in Mae Sot, which also provides work in other areas. That includes jobs in agriculture, construction, domestic work, call centres, the entertainment industry and on garbage sites.
In all these fields of labour, “women are shouldering a disproportionate burden,” says Soe Lin Aung, co-author of the 48-page report, ‘Critical Times—Migrants and the Economy in Chiang Mai and Mae Sot.’” A substantial number of women we surveyed—43 percent—reported a drop in their incomes.”
“Knitting factories, which produce warm clothing largely for very hard-hit US and European markets, are said to be struggling disproportionately, with demand dropping steeply,” states the report. “The local chapter of the Federation of Thai Industries claims that orders have dropped by 12 percent, and ‘the talk,’ as one report puts it, is overwhelming layoffs, reduced working hours and increased difficulty finding new jobs.”
Currently, the average monthly income for a worker in such factories hovers close to 2,500 baht, with only regular shifts available. Yet “at this time last year, which is a relatively high season, a knitting factory employee might have made 6,000 baht (182 US dollars) a month, while a garment factory worker would have made a bit more than 3,000 baht, including overtime hours,” adds the report.
“I can’t support my parents because I’m not in a good job situation. My brother and sister are also not okay û they also can’t support with any money,” says one female migrant worker interviewed for the report.
The money sent home by the migrant workers has become a vital lifeline for the families they have left behind, most of whom are elderly fathers and mothers and children too young to work.
“Over 30 people have come to work in Thailand from my village,” says Deng Lungjong, who works in the northern city of Chiang Mai, another magnet for Burmese women in search of jobs.
“There are six people in my village that are depending on the money I remit home,” the 26-year-old said in an interview. “Earlier I could remit money four times a year; now I can only send twice a year.”
The migrant workers in Mae Sot and Chiang Mai are among an estimated two million registered and unregistered migrant workers from Burma, Cambodia and Laos in Thailand. They labour in work described by labour rights groups as “dirty, dangerous and difficult.” The majority of them—over one million—are from Burma.
The plight of the migrant workers in Mae Sot—or other parts of Thailand feeling the economic pain—hardly surprises the International Labour Organisation (ILO).
“All too often migrant workers in poorly visible categories of work tend to be the shock absorbers during an economic downturn,” says Tim De Meyer, labour standards specialist at the Bangkok-based Asia office of the ILO.
In fact, the Geneva-based body did have the female migrant workers from Burma in mind when it said earlier this year that the current economic meltdown has a “woman’s face,” since women laborers are affected more severely, and differently, compared to their male counterparts.
In the Asia-Pacific region, the ILO projected that as many as 27 more people could become unemployed, pushing the total number of people in the region without jobs to 112.2 million.
And hit taken by women in this dire picture stems from the work they do: often in labour-intensive export industries like the ones in Mae Sot.
It was a similar scenario that played out a decade ago, when Southeast Asia was hit by the 1997 financial crisis, decimating once vibrant, export-driven economies. In Thailand, for instance, 95 percent of the workers laid off from the garment sector were women, according to the ILO.
But despite such a reality repeating itself in places like Mae Sot, the female migrants from Burma are reluctant to return home. “While the situation may be getting bad here, the situation is worse in Burma,” says Deng, who have been working in Thailand for 10 years. “My family at home has only me to depend on.”

10,000 More Kokang Refugees Flee into China

Another wave of 10,000 Kokang civilians fled into China on Thursday and Friday due to continued clashes between the Burmese army and ethnic militias in the Kokang region of northeastern Burma, said sources on the Sino-Burmese border.
Some 4,000 of the displaced villagers have not yet received food or shelter due to logistics, a relief worker in the area who requested anonymity told The Irrawaddy on Friday.
He said the newly arrived Kokang refugees are being divided into two shelters—one in Zheng Kang County and one in Gengma County where Chinese authorities are already providing humanitarian assistance to the more than 10,000 Kokangs who arrived within the last week.
He pointed out that many of the refugees are not sheltering in the camps because they can stay with their relatives on the Chinese side of the border.
Meanwhile, electricity and lines of communication have been cut in and around the Kokang capital, Laogai, said the relief worker.
Saeng Juen, one of the editors of the Thailand-based Shan Herald Agency for News, said at least 30,000 fled into China on Thursday. The Irrawaddy could not independently confirm this report, however.
A humanitarian NGO working in the region reported on Friday that refugees are still crossing the border into Yunnan Province and clashes between the Burmese army and the Kokang militia and its allies are ongoing.
Aung Kyaw Zaw, a Burmese analyst on the Sino-Burmese border, said that major clashes have been reported in Chinshwehaw, a Kokang town south of Laogai, at about 11 a.m. On Friday.
He said that Chinese authorities would only allow Kokang-based Chinese nationals to cross into China and that some refugees were stopped at the border crossing.
The Burmese army seized Laogai on Monday night without a single bullet being fired.
However, on Thursday morning a Burmese police patrol was ambushed by the Kokang army, and several clashes were later reported in and around Laogai between the Burmese army and an alliance of ethnic ceasefire groups: the Kokang militia, known as the Myanmar National Democratic Alliance Army (MNDAA), and its allies the United Wa State Army (UWSA) and the National Democratic Alliance Army—Eastern Shan State (NDAA).
The three insurgent groups are among 17 ethnic armies that have reportedly signed ceasefire agreements with the Burmese junta over the past 20 years.

30,000 flee as China rebukes Burma

Around 30,000 refugees have crossed into China according to UN estimates as fighting between Burmese troops and ceasefire groups sparked a rare admonishment from China’s foreign ministry.
A spokesperson for the United Nations High Commissioner for Refugees (UNHCR) said today that between 10,000 and 30,000 civilians have fled Burma’s northern Shan state into China in recent days.
Fighting broke out between Burmese army troops and the Kokang ceasefire group yesterday after weeks of heightening tension.
Kokang troops yesterday attacked a police outpost near to Laogai town close to the China-Burma border, killing one Burmese police officer and injuring two.
The Kokang group has been joined by the United Wa State Army, Burma’s largest ceasefire group who had held a 20-year truce with the government.
Today China’s foreign ministry issued a statement urging Burma to “properly deal with its domestic issue to safeguard the regional stability in the China-Myanmar [Burma] border area”.
“We also urge Myanmar to protect the safety and legal rights of Chinese citizens in Myanmar,” said spokesperson Jiang Yu in the statement.
China is a key ally of Burma’s ruling junta, and seldom criticizes the internal affairs of its southern neighbour.
The mass of refugees pouring into China however, in addition to reports that a Burmese army shell fired across the border today killed a Chinese troop, has created a rare fissure between the two countries.
China has reportedly increased its troop patrols along the border area, and is said to be assisting the refugees.
“We have been informed that local authorities in Yunnan Province have already provided emergency shelter, food and medical care to the refugees,” said the UNHRC spokesperson Andrej Mahecic.
Local sources report that a number of civilians have also escaped into inner Shan state.

US expert urges for human-trafficking victim Rohingya

A visiting US expert on human trafficking has urged the Thai immigration authority to quickly screen detained Rohingya boat people and provide sufficient assistance if they are victims of human trafficking.
Luis CdeBaca, the US Director of Office to Monitor and Combat Trafficking in Persons, who will meet with several Thai authorities on refugee and migrant concerns on Monday, said victims of trafficking deserved assistance, not detention.
“If they are victims they have to be taken out of detention and they need to be put in places where they can have the services for trafficking victims,” he said.
The plight of the Rohingya boat people came under the international spotlight after some 1,000 of them were towed out to the high sea by Thai authority late last year.
The Thai authority arrested another group of 78 Rohingya in January and has detained them for illegal entry since then. Two of them died in the cell in June and early August due to poor conditions at the detention centre in Ranong. They have now been moved to the Bangkok detention centre at the Immigration Bureau Headquarters, pending deportation.
CdeBaca urged Thailand to apply the 2008 Thai law on trafficking and international standard of practice for those who are obviously victims.
“We are not saying that every illegal migrant in the Kingdom is a victim of trafficking, but some of them are and we expect the government to see ways to find out and give them assistance,” CdeBaca told a press briefing.
The victims could be given residency and work permits so that they can be productively employed in legitimate jobs, not underground abused jobs and they could receive services and rehabilitation, he said.
The US official said human trafficking affected all countries, not only Thailand, hence countries in the region needed a regional approach to cooperation.
CdeBaca is visiting three countries during his Southeast Asia tour this week and next week. Thailand is his second stop after Malaysia. He then heads to Cambodia.
He said the traffickers have changed their ways rapidly so governments must also be able to change their enforcement quickly.

Flow of Burmese Refugees into China Dropping

NANSAN, China — The number of refugees crossing into China to escape fighting in Burma fell to a trickle Monday as government forces appeared to have defeated an ethnic militia.
Hundreds of rebels from the largely ethnic Chinese Kokang region have already fled clashes in northeastern Burma, surrendering their weapons and uniforms to Chinese border police and crossing to safety after several days of skirmishes.
Burma’s military junta said three days of fighting had killed 26 government soldiers and at least eight rebels. It said the fighting had ended and “the region has now regained stability.”
The United Nations and Chinese officials say more than 30,000 civilian refugees have streamed into China to escape the fighting, which broke out last week after hundreds of Burmese soldiers moved into Kokang, a region run by a local militia.
Burma is trying to consolidate control over several armed ethnic groups along its borders to ensure smooth conditions for next year’s national elections, the first in nearly 20 years. Several groups are resisting pressure to join with the military to become border guards ahead of the elections.
There was no way to independently verify the refugee figures, and AP reporters were barred access to refugee camps, where small groups of two or three refugees continued to arrive on Monday morning, a sharp drop from the large numbers who entered over the weekend.
A factory manager in the Chinese border town of Nansan said Monday the number of people crossing the border had dropped to almost zero, and no shooting in the area had been heard since about 2:30 p.m. On Saturday.
“It’s all calm now,” said the man, who gave only his surname, Li.
Local government officials and police refused to comment.
The clashes and the flow of refugees have strained Beijing’s close relations with Burma’s military junta, prompting a rare demand last week from China’s Foreign Ministry for Burma to end the fighting and protect the interests of Chinese citizens in the area.
China’s official Xinhua News Agency said Burma had apologized for the death of one Chinese national from three artillery shells fired into Chinese territory. That followed China’s issuing of a “stern representation” over the matter, Xinhua said.
The agency quoted local police chief Meng Sutie as saying 37,000 people, both Burmese and Chinese, had fled into China since the fighting broke out.
The crisis comes amid an all-out push by China to ensure stability ahead of October 1 celebrations to mark 60 years of communist rule. China borders a number of volatile states, including Pakistan and North Korea, and the country’s leaders have struggled to maintain order within the country, particularly in Tibet and Xinjiang, where ethnic minorities have chafed against rule from Beijing.
Burma’s conflict area is on the fringe of the drug-producing Golden Triangle region where Burma, Thailand and Laos meet. Many of the ethnic armies there have used the trade in heroin and amphetamines to finance their operations, with much of their product smuggled into China.
Burma, also known as Myanmar, is the second largest exporter of heroin after Afghanistan.

No Government Relief for Storm Victims

Rathidaung: The victims of a tornado that hit an Arakanese village have not yet received any relief aid from the government authority, even though many houses were severely damaged in the storm that took place a month ago, said one villager.
“The chairman of Rathidaung Township, U Aung Myo Myint, along with other officials came to our village to inspect the area soon after the tornado slashed our village. He promised to provide us with relief, but there has been no aid for us from the government so far,” he said.
The village of Ali Chaung under Net Chaung Village Tract in Rathidaung Township was hit by a tornado on 25 July. Nearly 70 of the 80 houses in the village were severely damaged.
“We had never seen a tornado in our area and it was the first time we had seen this. Ten people were injured and among them were one child and one elderly man who were critically injured. Many small houses were blown away by the tornado,” the villager added.
Officials from the local UNHCR office came to the village to provide food and other necessities to the victims soon after the storm occurred.
“Most villagers are homeless. So the UNHCR provided a rice bag, two cooking pots, a plastic sheet and clothes to each family that was affected in the village. But the government relief is not there,” he said.
A witness who visited the village said that most of the villagers in the village have been unable to rebuild their damaged homes due to lack of money. Some families are still living on the ground floor of the village monastery.
“I think they still need aid from both government and local NGOs. Without aid the villagers can not build their houses and it is difficult to achieve a normal life,” the witness said.
In Arakan State, the government typically fails to provide such disaster relief aid, despite that the Burmese government has a disaster and food ministry devoted to responding to natural disasters such as this.
An elder from Rathidaung said, “In Arakan State, the storm or cyclone usually attacks during the rainy season, but tornados are very rare. This is the first time a tornado has struck this township in 20 years.”
A tornado also hit Gwa Township in southern Arakan State on 25 August, sinking one fishing boat and killing five people.
On 29 August, a ferry boat in Ann Township was sunk by a tornado and the operator, Ko Saw Shwe Maung, died in the accident.
