Burmese migrant workers seized by Thai police in Rangnon

Burmese migrant workers were arrested by Thai police last night around 8 p.m. Three boats transporting about 33 Mon migrants were seized by police in Rangnon while they tried to enter Thailand.
“33 migrants are at the Rangnon police station. No one has tried to pick them up from the Thai police; their brokers [and friends/family] also fear being arrested by the authorities,” said a boat owner from Kawthoung Township.
The arrested Burmese migrants are from Moulmein, Mudon and Thanphyuzayat townships, Mon State. At present, Kawthoung authorities will not allow residents from areas outside Tenasserim division to enter the city via boat.
This order comes after 11 migrants were killed when a boat sank between Kawthoung and Rangnon on May 22. Kawthoung is a main entry point for migrant workers hoping to travel to Thailand.
“The Kawthoung authorities banned people from other divisions [and states] from crossing into Kawthoung township from Tavoy township by boat, however authorities allow people entering by car,” said a Kawthoung resident.
Many migrant workers travel by ferry boat from Tavoy to Kawthoung because it takes only a day, it can carry 200 passengers, and there are no government check points. The cost for one person is 40,000 kyat.
To travel the same distance by car is more expensive than by boat and it takes twice as long. Many drivers must stop to sleep along the mountainous route, which also has many checkpoints.
“If migrant workers go to Kawthoung Township by car, they have to pay 5,000 kyat to cross the Kawthoung check point gate. Anyone can go to the Township after they pay the money,” added the Kawthoung resident.

National Conference on Labour Migration held

The Thai Ministry of Labour, and some NGOs held a National Conference on Labour Migration in the Amari Watergate Hotel, in Bangkok, on the 17th of June, 2009 to discuss new migrant registration and employment law enforcement.
In the conference, the ministry and agencies discussed the final registration of migrant workers from Burma, Laos and Cambodia, who are currently working in Thailand. They also discussed rules, regulations and law enforcement measures for both employers and employees. They also discussed detailed procedures of registration, the name of sectors in which the migrants are allowed to work and the classification of colour coded work permit cards according to different sectors.
Then the ministry assigned duties for Thai security forces such as the army, navy and national security forces to prevent the further influx of migrant workers in Thailand and how to arrest them. It enforced the responsibilities of the respective agencies to strictly prosecute the employers who break the enforced laws.
Ms. Po Po, the deputy director of Grassroots-HRE, who attended the conference, had the following to say regarding the new law enforcement on migrant workers:
“In my opinion, issuing work permit cards and arresting them will not prevent the influx of migrant workers into Thailand. Despite the arrests, they will continue to stay in Thailand as long as the Burmese regime continues to oppress its people in our country. We don’t have freedom. Also, the country’s economy has been in great decline and, as a consequence, the citizens become not only migrant workers but also refugees. They move to Thailand to stay and work to earn more money. The migrant workers will keep on flowing into Thailand regardless of Thai authorities issuing the statement to arrest the workers and deport them.
The Thai government has announced that over 1.8 million migrant workers are currently working in Thailand and only 500, 000 of which have been registered at the Ministry of Labour. The Thai government has signed Memorandum of Understandings (MOUs) with neighbouring countries establishing mechanisms to allow foreigners to migrate legally into its territory and it has decided to proceed with a final registration round July to allow irregular migrants to stay and work in Thailand. The Thai government has also announced that it will arrest and prosecute those who haven’t registered and only those who have the working registration document will be allowed to stay in Thailand until 28th February, 2010.

Thai authorities urge refugees to return: aid workers

New Delhi (mizzima) – Authorities in Thailand are allegedly encouraging ethnic Karen refugees recently arrived in the wake of fresh fighting in eastern Burma to return to their homes, according to humanitarian aid workers along the Thai-Burma border.
Iris, Coordinator of the Committee for Internally Displaced Karen People (CIDKP), a group working to help internally displaced persons inside Burma, told Mizzima on Monday that Thailand’s border security forces have urged Karen refugees to return to their homes, assuming the fighting to be over.
“The authorities are urging the refugees to go back but the situation back home is not yet conducive with the fighting still unabated. Nobody is daring to go back home, because their lives are not safe there,” explained Iris.
She said in June the Burmese Army killed three internally displaced persons in Karen State, a pregnant woman and two teenage girls as they were hiding in the forest.
“They [refugees] face a danger to their lives,” reiterated Iris.
Since early June, the Burmese Army and its military ally the Democratic Karen Buddhist Army (DKBA) have launched a military offensive against the Karen National Liberation Army, Burma’s longest surviving ethnic armed resistance group and the armed wing of the Karen National Union (KNU).
The fresh conflict has forced thousands of Karen villagers to flee their homes and cross into Thailand seeking refuge.
According to the CIDKP list, thus far 3,447 refugees have fled to Thailand and more than 1,000 have entered refugee camps, while over 2,000 remain waiting outside the camps.
“At this moment the safest place for them [refugees] is the camps,” said Iris.
David Thaw, a central committee member of the KNU, confirmed that Thai border security personnel have been attempting to persuade refugees to return home as they believe the fighting has ceased.
“They [Thai authorities] said since the fighting is over, it would be safe for the refugees to return home. But it is not a strong pressure, rather it is like a suggestion, as the refugees have no proper accommodation in which to live [along the border],” David Thaw told Mizzima.
According to him, while some refugees are squeezed into existing camps, the rest are left to live outside the camps where there is no proper shelter or regular food supply.
Thailand’s Ministry of Foreign Affairs on Tuesday told Mizzima that they are not aware of any government order to repatriate the Karen refugees and directed Mizzima to contact the Ministry of Defense, which was not immediately available for comment.
However, Zoya Phan, International Coordinator for Burma Campaign UK (BCUK), said since June 16th at least three families have been forced back into Burma by Thai authorities.
“They [refugees] fear for their lives if they return home. They cannot stay there until the military operations stop,” said Zoya Phan.
“We urge the Thai government to accept these refugees, and allow them to stay in their country and help them,” she added.
Meanwhile, David Takarpaw, Vice-Chairman of the KNU, said to date minor battles continue across the border in Karen State.
Last week, the Burmese Army and the DKBA overran one of the KNU’s strongest outposts, the 7th Brigade.
He said civilians were compelled to flee because they fear not only the Burmese Army but also the DKBA, who force people into military service and collect money from them if they refuse.
“They fear both the DKBA and Burmese Army, so they have no choice but to flee,” emphasized Takarpaw.
