Thai Researcher: Shan rebels shifting strategy to win over Shan migrants

The Shan State Army (SSA) South has been working hard to look for new recruits among the migrant population, according to a Shan case researcher Ms Amporn Jitrattikorn at a seminar held on 11 June at an undisclosed place on the Thai-Burma border.

The SSA has been recruiting from Shan State inside Burma every year, but its mission has not been much of a success as mass of migrants is crossing the border each year. Among those migrants, some are escaping from the SSA’s the recruitment drives.

In 1999, the SSA’s annual meeting report stated that one of its plans was to find new recruits among young Shan men inside Burma. But by 2007, the SSA command had come to terms with the fact that perhaps half of young Shan population were now residing in Thailand, Ms Amporn said.

“Recently SSA leader Col Yawd Serk issued a statement urging his people to come back to Burma to help him fight for independence,” she recalled.

In order to win the hearts and minds of migrants, to instill nationalism and to look for new recruits from them, the SSA began to build networks with an innovative approach partly through its media strategy.

The new media strategy attempts to incite patriotic feelings among the Shan migrants by delivering leaflets, books, websites, battledfield images and video clips of how people in Shan State are being repressed and tortured  by the Burmese military and how the SSA is fighting for its people.

Among those methods, producing and delivering VCDs about those battlefield images is the most effective one to inspire and catch the feelings among the audience, according to her survey.  Many people eagerly join the SSA after being exposed to the reality as it is being presented by the SSA inside Burma.

“During the festivals I have observed that the audience especially males always gather and form a big crowd to watch these images together in front of the television set. It can therefore be assumed that they are being  captivated  by the message being transmitted,” she said.

Ms Amporn Jitrattikorn is a Ph.D in anthropology at the University of Texas at Austin, having received the Master’s Degree from the University of Hawaii, Amnoa.

She had documented about the Shan migrants in 2007 through the report named “Shan Noises: Transnational migrants, popular music and nation of the Shan people.”

The Shan migrant population in Chiangmai is one sixth of Chiangmai’s population, according to her report in 2007.

There are at least 2 million legal and illegal migrant workers in Thailand.

Thailand promises equal education to all children

Chiang Mai (Mizzima)  – Chaiwut Bannawat, Thailand’s Deputy Education Minister on Friday said the government will introduce a new policy of providing equal educational opportunities to all children in the Kingdom including over 100,000 stateless and migrant children.

Speaking at the inaugural ceremony of “The World Day Against Child Labour” in Mae Sot district of Tak Province, near the Thai-Burmese border, the Deputy Minister said, while the Kingdom has strived to provide possible educational opportunities to all children, there remains a large number of children  who have failed to receive education.

“In Tak province, there are 20,000 children who lack educational opportunities. Some 14,000 children are in the school system in 120 public schools and 9,816 children are in education centres, which follow the international education agreement of UNESCO. In the future we will be providing higher education, which ought to be provided in respect of their human rights,” the Deputy Minister was quoted as saying by a Thai news website Manager.

More than 1,500 children along with their teachers participated in the ceremony being held on the border provinces with Burma — Chiang Rai, Ranong, Tak and Samut Sakorn, where numerous migrant and stateless children from Burma live.

Marking the ‘The World Day Against Child Labour’, the International Labour Organisation (ILO) on Friday, released a statement saying the World Day this year marks the 10th anniversary of the adoption of the landmark ILO Convention No. 182, which addresses the need for action to tackle the worst forms of child labour.

While celebrating the progresses made during the past 10 years, the World Day will highlight the continuing challenges, with a focus on exploitation of girls in child labour, the statement said.

The ILO said that an estimated 100 million girls around the globe are involved in child labour. Many of these girls undertake similar types of work as boys, but often also endure additional hardships and face extra risks. Moreover, girls are all too often exposed to some of the worst forms of child labour, often in hidden work situations.

The ILO called for policy responses to address the causes of child labour, paying particular attention to the situation of girls, urgent action to tackle the worst forms of child labour and greater attention to education and skills training needs of adolescent girls – a key action point in tackling child labour and providing a pathway for girls to get ‘Decent Work’ as adults.

Meanwhile, Tattiya Likitwong, a project coordinator of the Child Development Foundation said that the child labour situation in Thailand has not improved because children from Burma, Laos and Cambodia are found working in several businesses, particularly in big cities.

“Many of the children are found working in fishery industries, selling flowers on the roads or begging. In addition, employers have registered more than 200,000 migrant children between the ages of 15 to 18 working in their business while many more have not been registered,” she said.

According to ‘The Mirror Foundation’, there are many reports of children disappearing from their homes. Some are forced to work as beggars or sell flowers, tissue or small products in restaurants. Smaller children are sold in Malaysia or Vietnam claiming that they are being adopted but are forced to work.

Ranong is seen as a portal to a good life, but can Thailand cope with the numbers

An influx of Burmese migrants to Ranong has worrying security implications, the army says.

“The burden is endless,” said Lt Gen Nipat Thonglek, chief of the army’s directorate of border affairs.

“We’ve opened 13 life quality improvement centres for Burmese migrants in Ranong alone. We also have 3,000 babies born to migrant parents here.”

The army is worried about an influx of migrants who cross into the country bringing their families, as they could place pressure on the government to grant their children Thai citizenship.

“What should we do with those children 10 years from now?” Lt Gen Nipat asked.

Ranong appeals to Burmese job seekers because the border is porous. The province is easy to enter by land, sea or canal. Many migrants wade through the shallow waters of Kra Nai Canal, the source of the Kra Buri River, which is also a natural borderline often breached in the dry season.

The border also extends for 100km in the Andaman Sea. Many come by boat.

Thailand and Burma have not resolved their dispute over possession of the islands known as Koh Lam, Koh Kan and Koh Keenok. Ranong has only one permanent border pass, in Muang district opposite Koh Song, or Victoria Point.

A report by the Internal Security Operations Command lists a host of “pull factors” which make Thailand attractive to Burmese migrants. The ease of getting across the Ranong border ranks high on the list.

Migrants include the Muslim Rohingya who come ashore in boats. Many hope to land a job in Thailand and send money home. Others apply for resettlement in third countries including Malaysia and Indonesia.

Another, much larger group of migrants in Ranong is minority Burmese who enter the country with their families. Unlike the Rohingya, they want to make the province their permanent home. Ranong governor Wanchart Wongchaichana said more than 20 Burmese migrant communities have sprung up in downtown municipalities since the late 1980s.

The main settlement area in Muang municipality is the Soi Samakki community. Further out in tambon Paknam Tharua, the Sangkasee community has developed behind the municipality office with a large concentration of illegal Burmese workers.

More than 30,000 Burmese migrants are living in the municipality zone, among 2,000 local residents.

“They are extremely mobile and difficult to catch,” Mr Wanchart said. “They change jobs often and want to stay in Thailand because they earn more money here than they do back home.”

Non-governmental organisations and various foundations tend to migrants’ welfare.

The agencies open schools for the children of migrant workers. The largest school, with 238 children, is in tambon Bang Rin, Muang district.

“We’re afraid the workers won’t go back, and what about the children who were born here?” the governor said.

An Isoc source said few migrants practise contraception.

Further north in Tak, another border province, the district authority and a local NGO have opened a temporary school for the children of Karen villagers who fled skirmishes between the Burmese government and border rebels.

More than 3,000 villagers have streamed into Tha Song Yang district. They include 150 children, one-third of whom are orphans.

Thassanee Kiripraneed, of the Safe Haven Orphanage, said her volunteers helped children whose parents had died or had disappeared in the border fighting.

“Our group helps the children out of compassion, regardless of their nationality, skin colour or religion,” she said.

2nd Two Destinations One Origin Conference held

Thailand based NGOs and community based organizations in Malaysia got together to hold the second “Two Destinations One Origin Conference” from 5th to 7th June, 2009 in Kuala Lumpur, Malaysia. The participants from different organizations in both Thailand and Malaysia mainly discussed migrant workers’ issues and shared their experiences about migrant issues.

In an interview last Friday 12th June 2009, Ms. Po Po, the deputy director of Grassroots – HRE based in Phang Nga province of South Thailand, shared what she discussed in the conference.

Q. Which NGOs organized the second “Two Destinations One Origin Conference”?

A. Thailand based Migrant Assistant Programme (MAP) Foundation and Malaysia based Workers Hub for Change and Network of Action for Migrants in Malaysia (NAMM) organized the programme together.

Q. How many social organizations in Malaysia attended the conference?

A. National League for Democracy (Liberated Area) Malaysia, Burma Campaign Malaysia, Network of Action for Migrants in Malaysia (NAMM), Multination Women’s Organization of Burma, Myanmar Refugee Volunteer Group (MRVG) and a Shan Refugee Organization attended the conference. Thailand based MAP Foundation and Malaysia based Workers Hub for Change also attended the conference.

Q. What did you discuss in the conference?

A. We mainly discussed the situation of migrant workers in both Thailand and Malaysia. All the NGOs and organizations at the conference mutually evaluated the problem that migrants have to face and encounter during the global economic crisis and the policies and principles that the respective governments coded for migrant workers.

Q. What topics did the Malaysia based community organizations discuss in the conference?

A. They discussed workers’ rights, for example, how the Malaysian outsourcing companies and firm owners oppress and exploit legal migrant workers and how the migrant workers have their rights abused. We discussed these issues very clearly so they could be understood in detail. Following that, the Malaysian based organizations could effectively exchange information about how the migrant workers in Malaysian detention and deportation centers are being oppressed by authorities in those centers. In my opinion, the Malaysia based organizations are working the best they can but I think that if they put in stronger efforts to work in balance and harmony within their networks, they’d find a better way to solve the problem of migrants.

Q. Did you discuss the recent death of two Burmese migrant workers in a Malaysian detention center at the conference?

A. Yes, we mentioned this case as an example when we were discussing our future action plan about how we can work with the respective authorities for fair and just detention and deportation. The issue of how to stop detentions and deportations has been published in Mek Khong migration publications. As a consequence, we must share this knowledge among the workers’ environment so that they know what their rights are. Then they themselves can call for their rights to be respected and we can increase pressure on the government through united efforts. We talked a lot about this.

Q. I heard a joint statement was issued after the conference. What did you call on in the statement?

A. We called on the Malaysian government to immediately stop the unjust, discriminatory and unconstitutional policy and practice, known as ‘Foreign Workers First Out’ (FWFO) principle. According to this policy migrant workers must lose their jobs before local workers regardless of the length of time they’ve been in the job and we called on Malaysia and Thailand to demand that all employers fulfill their contractual agreements with regard to all workers, including foreign workers. Employers must not use the economic crisis as an excuse to dismiss workers or close down factories without adequate notice to the workers. Mechanisms should be put in place to ensure that employers pay workers adequate and just compensation for any early termination of employment agreement.

Q. Where did you send it to, to which authorized organizations?

A. The statement is currently only in the hands of NGOs. But, we’ll send it to the Thai government, Malaysian government and the ASEAN.

Q. May I know how your organization is working with the networks of Malaysia based organizations?

A. This is the first time that I attended the conference of our networks. Grassroots – HRE works together with Action Network for Migrants (ANM), the Network of Action for Migrants in Malaysia (NAMM) and other Thailand and Malaysia based organizations which are working for migrants in both countries. However, this year we discussed becoming a stronger network for the welfare of our people, how we can support the migrants and each other, how we can approach the governments and how to work towards changing their principles and policy of migrant workers. However, at this initial stage we could only exchange our experiences and give advice to each other. We talked about linking with more networks to become a better, stronger one.

Q. How will you keep on your work as an NGO based in Thailand with the connection of Malaysia based organizations?

A. We’ll keep putting pressure on the governments. We’ll work and coordinate with local organizations in Malaysia. We’ll let the two governments know about the situation of migrant workers and their issues. We’ll call on the ASEAN to also put pressure on the two governments. We hope that our efforts concerning the migrant issue will catch the interest of international governments.

Q. Grassroots – HRE is a legally organized non-government organization in Thailand. The Malaysia based organizations are not legally organized ones so they may face some difficulties in their work. As deputy director of Grassroots-HRE do you have an opinion on this or any advice to give?

A. Yes, they might have some difficulties. The organizations themselves are not in legal status. It is very difficult for the organizations of illegal status to help illegal migrant workers. I understand their situation. However, if all the organizations connect with each other and work together in unity they’ll be able to help to some degree. At the same time, the illegal ones need to organize and stimulate the legal ones to work and support them.

Q. Do you have anything else to say to the Burmese migrant workers in Malaysia?

A. I don’t want to separate the workers in Thailand or in Malaysia as they are all the same. The Burmese migrant workers are spreading out to different places in the countries. Although I’m talking about the workers in Malaysia and Thailand, I also want to urge all the workers in the other countries to unite and help each other, try to know your rights and call on governments to respect your rights. If you yourself don’t stand up for your rights, who will stand up for you? If someone else defends your rights on your behalf, there chance of achieving our goal is reduced. I want to urge them all to unite and work in balance and harmony.

FBR REPORT: Burma Army and DKBA mortars land in Thailand as attacks on Karen people continue in Ler Per Her refugee camp area

Villagers continue to flee and thousands remain displaced as attacks intensify against Karen villagers and resistance in Pa-an District

 

Mortars fired by the Burma Army and the Democratic Karen Buddhist Army (DKBA) landed in Thailand on June 8 and 9.

 

Intensity of fighting at the frontline increased on June 12 in the KNLA 21st battalion area.

Villagers continue to flee and thousands remain displaced as attacks intensify against Karen villagers and resistance in Pa-an District, central Karen State, eastern Burma. Seven mortars fired by the Burma Army and the Democratic Karen Buddhist Army (DKBA) landed in Thailand on June 8 and 9 according to reports received by the Free Burma Rangers. On June 8 three mortars landed close to Ta Zu Nya, opposite a position held by the Karen National Liberation Army (KNLA), the resistance force of the Karen National Union (KNU). Four landed close to Mae Salik village in Tha Song Yang province, Tak district, western Thailand on June 9.

The fighting at the frontline increased on June 12 at 8:30am to 9:30am at the KNLA 21st battalion area (opposite Mae Salik village). The Burma Army and DKBA continuously mortared the area and are reportedly planning to attack KNLA 22 and 101 battalion areas opposite Mae Salik. Some 200 mortars landed in the areas under attack. 60mm, 75mm and 32mm shells were fired.

On June 11, the Burma Army and DKBA attacked the KNLA 22 and 101 battalion areas at 1:25pm and rained 20 mortars on the area. The KNLA resisted this attack and drove them back a short distance. The DKBA Special Tactical Command led by Ner Kha Mwe brought up more soldiers for continuing attacks on this area.

In total there are reported to be some 3,521 people who have fled across the border to U Thu Hta, Noh Bo, Mae Salik and Mae Salik Noi (Kray Hta) in Thailand as a result of the fighting. The attacks on Ler Per Her and the surrounding area began on June 5 with most leaving Ler Per Her Internally Displaced People camp by June 7. On June 9, 12 more families arrived in U Thu Hta, bringing the total at that location to 1,410. They are from Mae La Ah Kee, Mae La Ah Hta, Per New Pu, Wa Mee Kla and Pyo Pawan Lay.

Relief efforts are being coordinated in Thailand by the Karen Refugee Committee with assistance from FBR, Partners Relief and Development and other NGOs. FBR and Partners have sent in clothing, medical supplies, food and blankets. The Thailand Burma Border Consortium has also provided food, shelter, cooking implements, blankets and other relief supplies to those displaced.

Medicine is also being provided by some Thai authorities in cooperation with medical treatment by Karen medics. Thai soldiers have also provided 100 tarps to the displaced people.

The KNLA are deploying 101, 22, 21, 202 battalions and soldiers from the 7th Brigade Headquarters.

The Burma Army battalions involved are Light Infantry Division 22 of Tactical Operations Command 222, Light Infantry Battalions 201, 202, 203, 205, 210 and Infantry Battalion 81. LIBs 338 and 339 remain at their base camps. (There are ten battalions in each Military Operations Command with usually only seven deployed. There are ten battalions in each LID and approximately 120 to 150 soldiers in each Burma Army battalion).

The DKBA, a proxy army of the Burma Army, is deploying 333 Brigade led by Mg Kyi, 555 Brigade led by Pya Pya and 999 Brigade led by Pah Nwee. In these attacks, Mg Chi Thu is the tactical commander. The DKBA is armed with 61mm, 81mm, and 82mm mortars, and .5 machine guns. The aim of the DKBA is to displace villagers who resist their control, control additional territory and crush KNU resistance in their areas.

Burmese and DKBA Troops Block Civilians Fleeing Conflict

Karen villagers trying to reach the relative safety of Thailand after weeks of heavy fighting in Karen State are trapped and hiding in the jungle, as Burmese junta troops and their allies try to prevent them from joining the four thousand civilians who have already crossed the border.

Saw Hla Htun, the chairman of the Karen Youth Organization, told The Irrawaddy on Saturday that several hundred villagers from Pa-an District in southern Karen State were unable to reach the border because Burmese soldiers and troops from the Democratic Karen Buddhist Army (DKBA) are blocking their way.

The villagers are fleeing an offensive against Brigade 7 of the Karen National Liberation Army (KNLA) that began nearly two weeks ago. Civilians are routinely targeted by Burmese troops as part of the regime’s efforts to cripple KNLA resistance.

Karen sources on the border said that refugees who have reached Thailand since the recent fighting began are now seeking shelter in Noh Bo, Oo Thu Hta and Mae Salit, in the district of Tha Song Yang in Thailand’s Tak Province.

According to the sources, Burmese troops are still shelling areas under the control of KNLA Brigade 7. They added that about six mortars have landed in Thai territory.

On Friday, a mortar landed near the village of Mae Salit in Tha Song Yang, putting local villagers on alert against the possibility of further cross-border attacks by the Burmese troops.

Schools in Mae Salit were also temporarily closed as a precaution, as villagers stand ready to evacuate, according to a Karen news organization known as Kwe Ka Lu.

Due to the ongoing attack, about five KNLA soldiers have been hospitalized in the Thai border town of Mae Sot, said officials from the Karen National Union (KNU), the political wing of the KNLA.

KNU officials claimed that the fighting had killed about 20 soldiers from the combined Burmese and DKBA force, while around 50 others had been injured. Some local reports put the total number of dead and wounded at around 100.

Meanwhile, a couple of DKBA soldiers were also reportedly found in Thailand, according to KNU sources.

One DKBA soldiers from Battalion 555 was arrested on Friday after crossing the Moei River separating Thailand and Burma. He has been taken into custody and is being questioned by the Thai army, sources said.

The joint force of Burmese and DKBA troops has been attacking the area controlled by KNLA Brigade 7 since the first week of June. The combined force has launched few grounds attacks, fearing landmines planted by the KNLA, relying instead on heavy mortar shelling.

On Friday, fighting at the frontline increased in areas where KNLA Battalion 21 is based, according to the Free Burma Rangers, a relief group that assists civilian victims of the fighting deep inside the conflict zone.

The Burmese army also fired about 20 mortars into KNLA Brigade 7 areas on Friday, according to the KNU’s joint secretary (1), Maj Hla Ngwe. Further attacks and more refugees are also expected, he added.

Also, Burmese military sources reported that about 10 Burmese battalions under Military Operation Command 4 based in Phugyi, Rangoon Division, recently arrived in southern Karen Sate as reinforcements.

A source close to the Thai army said that the buildup is in preparation for a planned escalation of attacks on the KNLA. A major battle could take place within the next two days, he added.

Update on SPDC/DKBA attacks at Ler Per Her and new refugees in Thailand

 

Joint SPDC/DKBA attacks against KNLA positions near to Ler Per Her IDP camp continue, as do joint SPDC/DKBA attacks against the camp of KNLA Battalion #202, located about 30 km north of Ler Per Her. Refugees have fled to Thailand from both areas, while other villagers who have yet to flee remain amidst the fighting facing their own humanitarian and security threats.

As of June 13th 2009, attacks by joint State Peace and Development Council (SPDC) and Democratic Karen Buddhist Army (DKBA) forces against a Karen National Liberation Army (KNLA) camp located near to Ler Per Her camp for internally displaced people (IDPs) in Pa’an District of Karen State, continue. The attacks began on Friday, June 5th, with mortar fire followed by a ground assault. By the end of June 5th the refugees from Ler Per Her IDP camp and surrounding villages who had fled to Thailand reached over 3,000. In the ground attacks, DKBA soldiers were operating at the front while SPDC soldiers followed behind and those conducting the shelling remained at the back. Meanwhile, on Sunday June 7th, joint SPDC/DKBA forces who had advanced towards the base of KNLA Battalion #202, which lies about 30 km north of Ler Per Her began shelling the KNLA camp there as well.

Since June 7th 2009, SPDC and DKBA forces operating around Ler Per Her have ceased ground attacks and have instead focused on shelling the KNLA camp from a distance. The SPDC has reportedly been using 81 mm and 66 mm mortars, rocket propelled grenades (RPGs) and 75 mm and 82 mm recoilless guns. Two or three shells have reportedly struck Ler Per Her IDP camp and another 9 or 10 shells have fallen just short of the IDP camp. Some mortar shells and RPGs which the joint SPDC/DKBA forces have fired at the KNLA camp have overshot their mark and landed in Thailand.

On Monday, June 8th, three RPGs which the joint SPDC/DKBA forces fired at the KNLA camp landed in Noh Boh (Nong Bua) village of Tha Song Yang District of Tak Province in Thailand. The Karen Information Committee has released a photo of one of the RPGs that reportedly landed in Noh Boh village on June 8th. Although KHRG has not yet been able to confirm the manufactured origin of these RPGs, the photo released by KIC may show a Chinese-made Type-69 RPG. DKBA forces previously fired this type of RPG at Htee Ber Kee village in Dta Greh Township of Pa’an District, in October 2008.

On June 10th, 4 more projectiles (either mortar shells or RPGs) landed in nearby Mae Salik village, also in Tha Song Yang District of Thailand. One of the June 10th mortar shells landed near to Mae Salik Luang School (a local Thai government school) but did not explode. Another two exploded in the bean fields of a local Mae Salik villager, although no one was injured.

Since June 10th 2009, Mae Salik Luang School in Mae Salik village has been closed due to concerns about ongoing shelling by SPDC and DKBA soldiers across the river. The villagers of Mae Salik, who are predominantly Thai-Karen, are also concerned that the DKBA will cross the border and enter the village. According to one Mae Salik villager,

There are now well over 3,000 refugees from Ler Per Her IDP camp and the surrounding villages who have fled to Thailand to avoid fighting and forced labour as porters carrying SPDC and DKBA munitions and supplies amidst the violence. According to the Karen CBO Emergency Relief Committee, as of June 11th, 3,446 villagers from 14 villages (including Ler Per Her IDP camp) had been forced to flee from the Ler Per Her area to Oo Thoo Hta, Noh Boh, Mae Salik and Th’Lay Hta villages in Tha Song Yang District of Thailand. The Free Burma Rangers (FBR) provides a figure of 3,521 as the number of refugees from the Ler Per Her area, which FBR says are now residing at Oo Thoo Hta, Noh Boh, Mae Salik and Mae Salik Noi in Tha Song Yang District. However, the United Nations High Commissioner for Refugees (UNHCR), which limits its numbers to those its staff can personally verify, has only confirmed a population of about 2,000 new refugees from the Ler Per Her area now residing at five sites in Thailand. Local Thai authorities have expressed concern for the security of some of the new refugees who currently remain at a site along the Moei River, and are reportedly considering relocating them to a more secure location.

Despite the large numbers of refugees from Ler Per Her IDP camp and the surrounding area, the residents of some villages near to Ler Per Her have yet to flee their homes and thus remain amidst the fighting with little security. Some of these villagers may have been conscripted as porters to carry supplies for local SPDC and DKBA forces amidst the current fighting. Before the attacks began on June 5th, some of these villagers had been using mobile phones (connecting through Thai mobile networks) to contact fellow villagers who had already fled to Thailand. Since the start of the attacks on June 5th, these communications have ended, although the reason for this is not clear.

According to refugees who have recently arrived in Thailand from the Ler Per Her area, on June 11th 2009, a DKBA officer from Battalion #4 of Brigade #999 sent a villager from the Ler Per Her area as a messenger to contact the new refugees. The messenger informed those who had fled from Mae La Ah Kee, Mae Lah Ah Htah and Wah Mee Gklah villages that they were to send back 3,000 Thai Baht (approx. US $88) per village to pay the DKBA to cover the cost of hiring porters to carry supplies amidst the ongoing attacks. The refugees told KHRG that they were not going to send back money to the DKBA now that they have already fled to Thailand.

So far, many of the newly arrived refugees who have arrived in Thailand from the Ler Per Her area have received some form of humanitarian assistance, either from international NGOs, the UNHCR, Karen community-based organisations, the Thai Healthcare Department or a combination of these. At present, the Thailand Burma Border Consortium (TBBC) has taken the lead role in coordinating international humanitarian assistance to the refugees, while Karen CBOs have formed a Karen CBO Emergency Relief Committee to coordinate assistance amongst local Karen groups. Nevertheless, there remains a need for further humanitarian assistance. In particular, the UNHCR has noted that “Among the most urgently needed items are clothes, especially baby clothes, as well as soap, and bamboo pallets to keep from having to sleep in the mud amid heavy rains.” Furthermore, given the ongoing insecurity on the Burma side of the border, these refugees remain in need of protection assistance and any future repatriation to Burma must of course be voluntary.

While the recent flow of refugees to Thailand from the Ler Per Her area is larger than any single occasion in recent years, it is not an isolated event. Rather, the joint SPDC/DKBA attacks at Ler Per Her, the forced labour of villagers to carry military supplies amidst the fighting and the forced recruitment of new DKBA soldiers that preceded it, fit into a wider trend that can be traced back to the latter half of 2008.

KHRG began reporting on the increased forced recruitment of soldiers by the DKBA and on joint SPDC/DKBA operations in Pa’an and Dooplaya Districts as early as September 2008. As one local resident in Pa’an District noted at the time, “Their [the DKBA's] aim is [to send the] new soldiers to Dooplaya District. I heard [this] from a village head. The DKBA has signed an agreement with the SPDC that this year they will attack Dooplaya District until they win.” Subsequently, in early 2009, KHRG reported increased attacks by DKBA and joint SPDC/DKBA forces on KNLA positions in Pa’an and Dooplaya Districts and the impact these attacks were having on local villagers. This fighting brought insecurity and new refugees into Umphang and Pobpra Districts of Tak Province in Thailand. More recently, KHRG reported on joint SPDC/DKBA attacks against the camp of KNLA Battalion #201 at Ghaw Lay Kee in Dooplaya District that ended with the fall of the camp on April 28th, after about 200 villagers had fled for safety to Pobpra District in Thailand.

Since May 2009, KHRG researchers operating in Pa’an District have been reporting that DKBA officials in Pa’an District have begun referring to the DKBA as the “Border Guard Force”, using the English acronym “BGF”. In a meeting in May 2009 between SPDC and DKBA authorities, the SPDC reportedly ordered the DKBA to recruit more soldiers to serve in the Border Guard Force and to work towards eliminating the fixed positions of KNLA forces. This meeting was followed by yet another round of DKBA forced recruitment amongst local villagers living in Pa’an District. When 119 villagers fled to Ler Per Her IDP camp to evade this recruitment in late May 2009, they brought the camp’s total population to over 1,200 people. However, as has been reported recently by KHRG and others, joint SPDC/DKBA forces began attacks against the camp of KNLA Battalions #101, 21 and 22 located near to Ler Per Her on June 5th. In the recent fighting around Ler Per Her over 3,000 villagers, including those who had earlier fled forced recruitment, evacuated to Tha Song Yang District in Thailand.

As noted in this and previous news bulletins, joint forces from DKBA Brigade #555 and SPDC Light Infantry Division #22 have also been shelling the camp of KNLA Battalion #202, which lies about 30 km north of Ler Per Her, opposite Thailand’s Mae Salik village. Refugees have already fled this area as well, and there remains a possibility that others will flee as the security situation changes.
