According to an AP news report;

UN human rights envoy Tomas Ojea Quintana travelled on Sunday to Myanmar’s eastern Karen state, a day after a reported attack by ethnic Karen resistance forces on a town there.

(Karen National Union released a statement today that they had nothing to do with the alleged shellings.)

Human rights groups have repeatedly accused Myanmar’s military regime of committing atrocities against the state’s ethnic Karens.

Quintana went to the eastern state’s capital, Hpa-an, about 110 km northwest of the town into which the rebels reportedly launched four shells yesterday.

It was not immediately clear what allegations Quintana was investigating or whom he would meet in Hpa-an, 160 km east of the country’s main city, Yangon.
