  I think the artist originally intended to portray Than Shwe as Marie Antoinette, the Queen of King Louis the 14th or 15th or whatever, just prior to the French Revolution. When she was told the people had no bread to eat, she contemptuously said, let them eat cake. Here, Than Shwe’s henchmen are saying eat frog.
