MR. MCCORMACK: Good afternoon. I have a couple of opening statements here. The first one is from me. We’ll have the full statement out for you after the briefing regarding the Burmese regime announces referendum.“The Burmese regime insistence on proceeding with a referendum on a proposed constitution, which was drafted in a closed process by a handpicked committee dominated by senior regime officials, is further evidence of its refusal to pursue a meaningful and time-bound dialogue with Burma’s democratic and ethnic minority representatives.”And we also – there’s also some other material on it we’ll release to you after the briefing, but I think that’s really the guts of it.
QUESTION: — is it much longer than what you read?
MR. MCCORMACK: A couple paragraphs. Do you want to hear it?
QUESTION: Sure.
MR. MCCORMACK: Okay. Here again:Than Shwe’s regime continues to arrest, prosecute and imprison peaceful political activists. No referendum held under these conditions – a pervasive climate of fear in which virtually the entire population, including Aung San Suu Kyi, is under detention, and the Burmese people have not been allowed to participate in or even discuss the drafting of the constitution – can be free, fair or credible. For the Burmese political process to have any legitimacy and any hope of creating conditions for the resolution of the country’s many problems, it must be made fully inclusive and open to genuine participation.“On October 11th, 2007, the United Nation Security Council called on the regime to cooperate with Secretary General Ban’s Good Offices Mission to release all political prisoners and to create the necessary conditions for a genuine dialogue with Daw Aung San Suu Kyi and all concerned parties and ethnic groups.“Than Shwe’s regime continues to defy the desire of the Burmese people and the international community for a credible transition to democracy in Burma.”That is the whole thing, the whole statement, nothing but the statement –

Dear Sirs and All leaders,
To day is the the most important day to acst the our votes to KILLER or Junta.
1. Why the so many groups are trying to cast “NO” Vote around the world !!!!!!
Our Burmese citizens have no longer to paitient with SPDC because they took the POWER by Martial Law and have given promise not to involve the Politics.
The Living , Education, Economics standard are worser than 1962 and SPDC and Military Class are the improved by natural resources and state owned properties by POWER.
Some of peoples are etting the some kinds of present or funds from SPDC and recruiting the public to misinterpret the Politics trend and followed the SPDC’s guide line. Such as U Kyi Win, U Tin Tun Maung, Maung Suu Sann(Pyay), who were not suffered the pain because they were member of USDA or other secret groups of Junta.
We sincerely, would like to say about the Junta is really brutal Military and we need the real Democracy is very simple such as to elect the prty and candidate by public and must hand over to power to elected party.
Now, SPDC not keeping their promise the 1990 election result and 1/90 statement issued by them. The 1/90 is standing as law and must transfer the power to elected party and elected persons which were delivered the speech General Khin Nyunt and Gen Kyaw Sann on 13th. July and 11th. September, 1990 at Press Conference.
That PAST speech are not like the STORY and we also need to keep their promissory speech to Public.
Actually, the SPDC is creating the “”" CIVIL WAR”"” with the our brothers and ethnic groups. Our country have (7) states and (7) Divisions since 1945 and must talk to our citizens if they are sincered.
Now, Junta is doing business for their family and supporters all the time since 1988 and never try for country development.
(1) NO – Electricity.
(2) NO – Hospital for free of charge for public
(3) NO – Future for young generation.
(4) NO – Budget for country development program.
(5) NO – Law for Public.
All of Ministers are thinking the Ministries are for their Business Home and supporting the USDA from their income.
The Minister of U Aung Thoung is the stongest supporter for Sr. Gen Than Shwe and USDA with his son and Vice Sr. Gen Maung Aye daughter who were doing business in Oil & gas Sectors with Minstry of Energy. They invited the ARM brokers and giving the Offshore Blocks to their supporters by POWER. Then theyare selling again and gathering the state owned money for themselves.
“ANY TIME, we can discuss with them and will pointed ot directly” who want to contact us.
“”So, who love for Burma and who is destroying to Burma.”"

Dear Sirs,
We are ex-MOGE engineer and all of SPDC and ex-military are joining our Oil & Gas Business for Offshore exploration sectors since 1995-97.
The most Offshore consortium and blocks awarders are related with Gen Maung Aye’s and U Aung Thoung’s connection but also Tay Za and their groups connections with SPDC families.
The recent contarct was signed with IGE/UNOG with Technics Offshore Engineering Pte., Ltd Singapore company for the supply of SIX Natural Gas Compressors and Natural Gas Driven Engines from USA product. The Worth of machines are about US Dollar 14 million and UNOG make up price was 2.7 million US Dollar for their mark up price.
Some of Western Offshore Blocks are also taken by Power for UNOG, IGE, Silver Energy Groups, MPRL and etc for sale again to International Oil Companies but those Junta Groups have not paid for the Signature bonus, Data fees and other fees until now.
If they are not able resale of those blocks with MARK UP price, they will hand over to MOGE (Myanmar Oil & Gas Eneterprise) or Ministry of Energy.
Some of their connection are from ARM brokers and Asia World connections from China and Russia.
Sr. Gen Than Shwe also doing STEEL BUSINESS with free of GAS from Prome Hill connection gas line at KyaukSwekyoe near Aung Lann township through Maung Weik and Korea Steel Mills since 1993.
MPRl is also connected with Admiral Maung Maung Khin and U Moe Myint of Myint Associates. All of those men were strongly
supporters for SPDC and Zay Kabar Khin Shwe, U Htay Myint and Kan Baw Za Banks are doing US Dollar Business.
PTTEP is buying the Gas for their Thailand Electricity buit Burma have no electricity and no chemical industries for Public almost of time sinece 1962.
The Hydro Power Plants are also gone in AIR and not apeears any one genartion of electricity for public but the consumption of electricity are more than before because of their industrial zone and using more Aircon and other electric materials.
So, the way of SPDC is expecteing on on the GAS and we have to BLOCK them with OFFSHOE GAS is more effective and kindly consider the effective way if other or etc.

We Public are getting in deep trouble under Nagis Cyclone and SPDC is still not active action and complaing to supporters for victims to all international countries.
Kindly consider the realy intention of SPDC is to make defensive of Politics for their Military Regime’s probility of RISKS.
Anyhow, we strongly urge to arrange for Supporting of our Public soonest for Irrawaddy division.
The Offshore Gas income is daily more than 38 million US Dollar over since 1996-7.
Why not use even ONE DAY income for our Pubilic and why taking time for those victims!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
We are not patient for this matter and we URGE again to start RELIEF of Victims immediately on behalf of Piblic.
Where is ARMY and who are pupose to KILL or Survive for Public in Burma.!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I am not General Ne Win, but one of the Burmese Public and kindly allow me to inform for the recent situation,
Now, almost of Burmese Public are thinking to do some things for future and we have to REBUILD our selves for our Burma.
1. UN or ASEAN or other International organizations are willing to help bu they should have their Policy and Principle all the time and no one can do any RISK from their responsibilities.
Mr. Ban Ki-Mon also paid visit to help for Burma but their South Korean Daewoo International Oil & Gas branch from International Business Center, Pyay Road, approch to Mr. Ban Ki-Moon and explained the SPDC picture according to Sr. Gen Than Shwe ties.
They will see the their company profit only and shoeing the their sympathy as the sake of formailty to Burmese Public.
2. EU is trying for our sincerely and ASEAN are also understanding the real Burma situation and condition. But EU countries are not out coming as our front line but they are as our STRONG Back Ground.
3. The SPDC or Junta ONLY major income is Offshore Gas and why not start the effective way of BAN of Burma Eart Right law.
SPDC is 100 % expecting from those gas income and all of Junta families and their supporters also doing business with those Gas Income from PTTEP, Pteronas and Total Elf Fina from France.
Those Oil Companies are doing Business with MOGE more than 10 years and got the profit beyond their investment. So they are waiting the new oppotunities from Western Part of Burma Offshore prospects which should be more than Yadanar and Yetaguan of Southern Burma Offshore area.
4. So, what shall we do for Burma ,
According to recaent REFERENDUM, the SPDC will do their long lasting of regime all the time by any ways,
So, we have to choose the way,
(A) To request to all Oil Cpmpanies not to support to SPDC !
# We do not think the Oil Companies will discontinuing the production of gas according to PSC (Production Share Contract) agreement and no way to STOP of Gas Transportation.
(B) PTTEP also signed more and more blocks with our gas profit for their EGAT (Gas Turbine driven and distribute the electricity to Thailand). Thai Promister also recommended to SPDC according to their gas available with easy from SPDC and our natural resources since 1997.
(C) So, we have to stop the gas (1) Production Platform must be stopped by force or (2) Gas Line Blocked which is easy for repair and not effective way.
If we are requesting to OIL Comapnies, waste time and NOT EFFECTIVE.
Therefore, we have to start and defying the SPDC by this way is the better than using GUN to Gun fighting way in side Burma.

We learnt from BBC news on last Sunday Parrot Program, that ICC application must be applied soonest for SPDC or Killers of Nagis Victims and Monks and Public and Students.
Their attempt is not going for Public all the time and thy are trying for their familes waelth.
We will assist to all if charge at ICC and will suport the necessary evidence and witness.

Dear All Sirs,
Today, we are not blaiming to any one for the last 2008 May referendum and all were done the best of each group and personnel according to the each RISK factor and situation.
We are requesting to all sincered and hournest Military Men to
join us to march our Democracy way which is doing for all of families and all of public.
The only 50 persons are controlling the Military and all soliders are getting not as like as their income. Who is supporting to all
military expenses are given from PUBLIC.
So, we would like to request to aprticipate wiht us for more than 55 million of public.
We are demanding the following from SPDC,
(1) To allow the elected Party’s right of Draft the constitution and not to approved SPDC’s approved 45 drafted constitution,
(2) The first Step of 1990 election is not start yet to call the Hluttaw and must approved the constitution by NLD .
(3) To decalre the using of Offshore Money from 1996-7 to 2008 including the siganature bonus and revenue.
(4) To stop the civil war that was created by SPDC after 1988.
(5) To Stop the using public owned money for military arm and ammunation dealing.
(6) Not allow to to do business from Military Family or contacts
(7) Their Mak-Up Price is stealing from State Owned Money as like as officially.
(8) To Stop the accusing to students and politicians as insurgent or BCP.

Dear All Burmese,
IGE and UNOGwithdraw their PSC (Production Share Contract) with out paying the fees for MOGE through their contacts Ministers of Energy.
In 2006-2007, IGE/UNOG supplied the Gas Compressors for MOGE and they got their TOP-UP price from MOGE and supplier is HS Compression (S) pte., Ltd. They make the TOP UP price from Government Letter of Credit was 30 t0 50 % from their buying price from HS Company in Singapore.
So, all the US Dollar profit is about 2 to 3 million US Dollar from Offshore Gas money from Minstry of Energy and who Minster helped for General Maung Aye and Minister U Aung Thaung’s son company.
All the money were from Public owned and our natural resources money.

Dear All Burmese,
We fully understanding of the burmese public were going to which way and giving the sympathy to all nagis victim also.
Absolutely true the IGE/UNOG dealed with Energy Sectors
with using of Government budgets from sale gas.
Our Government also not 100 % recommend to Burmese
Military Government.
The neighbouring country policy of our country are very clear and standing for the right and sincered public site. IGE/UNOG have trying to contact all energy contacts by using their strong contacts in Burma since 2000 and they are able to do what ever we need for energy sectors. That is not good practice of all country development program.
We bless to all Burmese will get the silver way of democracy very soon and those brabie government never run alone by themselves.

I learnt from BBC, some are saying to make the discount from NLD to held the 2010 election.
Takecare all those guys, some were from Junta group and shouting the wrong direction for sincere public to mis understanding the real way of NLD and we are going direction.
Media is Media and announces the sound what ever they got the each open mind. We know who is instruction to talk BBC from Burma.
Please go ahead to NLD’s route and 1990 election results. The above all persons are saying the way of policy is CORRECT and NO NEED TO HELD the ELECTION AGAIN.

How can we agreed the SPDC created Election again, the above gentlemen are saying those SPDC groups are stealing our ntural resources money. How can we give respect those ” Thieves Gaing”"
Anyhow, some military guys are sincere and we would like to respect to the sincere military leaders.
The China and Russia is differnt countries and why they are pushing the Burmese Public to Hell.
We also request to China and Russia to stop as PILLET or Supporting status to SPDC or Martial Government.

Dear All Burmese Public,
According to our contacts in Burma, MOE (Ministry of Energy) met with UNOCAL in July 2008 and some of delegation group are going to Japan for Energy matter.
The SPDC will continue the last pending project called 3 in 1 gas line project. Which is connecting from Total Platform to Rangoon through Irrawaddy (Nagis) Delta area.
So, the Government is not interested in Nagis victim’s relief program.
The SPDC will make some more US Dollar profit from those Pipe Line connection projects such as,
1. Pipe Contractors
2. Sub Sea jobs
3.Platform or up stream project construction
4.On shore projects
5. Gas Turbines purchasing
6. Gas Compressor Projects
7. Metering Station construction at along the pipe line route
8. Local projects.
So, we have to open our eye and ear for SPDC mis-using of our state owned money.
Some of enquiry are also making at Production Department and Planning Department of Myanmar Oil & Gas Eneterprise for detailed implementation.
According to our information, where is the last projects enquiry,
1. Pipe Line were purchased from CHINA and how many million of US Dollar for the POCKET MONEY were stolen.
2. Where is the Technic Offshore and HS Compressor’s Mark-Up price and how many million of US Dollar were taken.
3. Why not declare the Offshore Gas Income from 1996 to 2008 such as signature bonus, daily income, revnue and other profit.
Who destroy the Burma and who are the doing business with our public owned money or natural resources.

Dear All leaders,
Recently in 2008 July, UNOCAL official paid and courtesy call to Minsstry of Energy at Nay Pyi Taw in July 2008.
Ministry of Energy will start the THREE in ONE project again very soon and that was pending in 2002-2001.
The Total-Elf Fina (myanamar) plat form gas line will cross to the NAGIS are (Irrawaddy) rigion and will connect to Rangoon
supply line and export line from Western Part Offshore export line to China at Magwe.
The project have so many jobs and SPDC expected to start before 2009 – 2010.
The Major jobs are,
1. Sb Maring line to shore
2. Onshore Line projects
3.Eart working jobs
4. Marine pipe laying jobs
5. Gas Booster Compressors
6. Gas Turbine Fram 6 or 7 from GE
7. Metring Station along the pipe route
So, SPDC contacts are preparing to MAKE-UP price and contacting to their suppliers confedientially,
The MOGE some groups are going to Japan and discuss for the last consotium and some packagers for those project as prelimanary studies.
The NIPPON OIL, Mitsubishi and theor Japanese are consotium status and share holders for Offshore Projects from Petrinas Carigali.
The Petro China and CNOOC are active partners and GAIL and ONGC are the becoming consotium status with China. Daewoo
International are also trying to hold their share and need to export the ARANKAN or Western Gas as LNG(Liquidfied Natuaral Gas) to Nippon Oil or any Japanese buyers.
Anyhow, we have to SAFE our natural products and the China and Russia are very interested and will stand next VETO at UN.
We got Independent on 4th January 1948 and became a UN memeber on 19th. January 1948.
Why we were pushing that TWO countries to military booth.
We have INDEPENDENT and UN policy is also under VETO of China and Russia. We NLD win the 1990 election is still in lagal fold and must try for tocancel the 45 selected constitution and NLD must call the “”" HLUTTAW”"” or Form the “”INTERIM Government”"”" World and Our Public must recommend and UN also will approve this attempt very clearly.
Now, this time NLD time and please CRPP must try soonest and 17 months more for SPDC’s dream “”RE-ELECTION”"” again.
