		<description>Harn is right. The issues of ethnic nationalities cannot and should not be left out of the solution. Some may think that without the talks gaining momentum including ethnic nationalities in the talks will complicate matters. But the fact is, Burma issue cannot be solved in a simple, straight forward way.
I came from the states and I know how the power at the central may proscribe one thing and the men on the ground would be doing what they like. The very reason that the military is in power since 1962 is because of the ethnic nationalities. Majority of Burmese living in the mainland (pyi-ma) didn&#039;t have a clue how their brethen in the region (pyi-ne) were being mistreated.
The events of 1988 is a leveling factor between the two. The military was no longer restraint from committing their crimes against their own people either in pyima or pyine. If you&#039;re not in the military you&#039;ll be treated badly.
Armed struggle should never have been a way to solve this question but when &#039;ethnic cleansing&#039; type atrocities were committed against them the ethnic nationalities have no choice. Taken into consideration the geopolitics of Burma the fate of Burmese people (both pyimatha and pyinetha) have to rely on the goodwill of their neighbouring countries.
China, India and Thailand&#039;s thirst for energy and the prospective instability that will occur as long as the military regime is clinging on to power the only way Burma&#039;s problems can be solved is through tripartite dialogue.</description>
